DIRECTOR OF OPERATIONAL EFFICIENCIES
The Governor’s Office of Planning and Budget is seeking a Director of Operational Efficiencies to join the team. Salary will be commensurate on experience. This position has two main responsibilities. The first is a Managing Director (MD) role which is part of the leadership team in the Governor’s Office of Planning and Budget (the office) and director for the Results Management (RM) pillar of the office. The MD’s work with the Executive Director (ED) to advise and take on the day-to-day operations of the office. This includes direct management of the RM team. The main responsibilities of the pillar are statewide performance measures and efficiency evaluations, enterprise-wide projects (e.g. CX program, CCJJ Data sharing, Citizen Portal, remote work, Utah Home), and any other ad-hoc projects from the Governor’s office or from the ED.
The second main responsibility is the Director of Operational Efficiencies. This position serves as an advisory role for improvement projects. To be effective in this capacity one should have education and experience in operational excellence. This position also provides support and guidance to the office’s Budget and Policy Analysts in their evaluation of programs and budget requests.
Principal Duties
  • Work with the Executive Director and other Managing Directors to develop strategic direction and manage the day-to-day operations of the office.
  • Directly supervise and manage the Results Management pillar.
  • Oversee key projects stemming from office responsibilities, the Governor’s office, and other enterprise-wide projects; such as efficiency evaluations, consulting projects, performance measures, and customer experience activities.
  • Consult with and support agency partners with performance improvement projects.
  • Advise office leadership on operational considerations found in proposed legislation and support analysts in review of agency budget requests.
  • Publicly speak and present effectively to key stakeholders, including the Legislature, other executive leadership, and large audiences.
  • Inspire and lead with excellence, teamwork, and passion.
Qualifications & The Ideal Candidate
  • Strong operational improvement skills and knowledge. Ability to support state agencies in differing improvement methodologies including Six Sigma, Lean, Results Based Accountability, and Theory of Constraints.
  • Strong organizational and personal skills to successfully communicate and negotiate with internal and external customers, and cultivate influential relationships across the departments, especially at an executive level.
  • Strong ability to speak and present effectively, especially at an executive level, to many different stakeholders, including the Governor and Legislature.
  • Proven track record delivering and improving on department objectives and goals while managing multiple stakeholders and tasks concurrently.
  • Monitor and evaluate operations, programs, processes, and/or practices for quality and effectiveness and be able to make recommendations for improvement.
  • Demonstrated ability to determine strategic value drivers, performance measures, and key performance indicators.
  • Ability to analyze, summarize, and review data and facilitate the use of data to improve existing programs and utilization of resources.
  • Manage one or more statewide or agency-wide programs.
  • Serve on various boards, councils, committees, or task forces to coordinate agency activities and facilitate agency goals and initiatives.
  • Supervise personnel including: hiring, determining workload, delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
  • Ability to think and plan strategically and develop procedures in response to policy, state code, and federal law.
  • Ability to take on tasks or assignments not previously done.
  • Passion for creating an elite customer experience.
  • Self-driven, motivated, and result-oriented.
  • Understanding of government budgeting and financing.
  • Willing to be a key player on the management team and within the office as a whole.
  • Some travel, including overnight, is required.
