State of Missouri is Hiring an Operations Section Chief - 4100069 Near Jefferson, MO

Salary: $2,750 - $3,100 semi-monthly *Salary may be commensurate of education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Waste Management Program, and will be located at 1730 East Elm Street, Jefferson City, MO 65101.

This position is with the Missouri Department of Natural Resources’ Waste Management Program. You’ll work with a diverse group of team members and stakeholders to ensure hazardous and solid waste management in Missouri meets regulatory requirements for protection of human health and the environment. This position is a team leader and will be involved in conducting and overseeing a variety of fiscal, administrative, and waste management planning activities.

What you’ll do:

  • Manage the activities of the Operations Section and provide advice to the Program Director and Division management team on all Waste Management Program administrative and financial matters, while coordinating with other programs, divisions, and state agencies.
  • Direct supervision of four Unit Chiefs and indirect supervision of nine additional steam members.
  • Conduct financial and management planning for and in support of the Program; data analysis and research; budget preparation and development including proposed legislation, fiscal notes, and bill reviews; accounting activities (i.e. revenues and expenditures) such as internal controls, program audit, and monitoring functions; solid waste program planning, grant writing, financial assurance, and forfeitures; and appropriate use and expenditure of forfeited financial assurance funds.
  • Ensure the proper implementation of the Program’s budget and district grant and scrap tire playground grant programs as part of the oversight, allocation, tracking, auditing, monitoring and reporting on collection distribution, and the use of approximately $14 million in annual solid waste tonnage revenues, approximately $2 million in new tire revenues, and approximately $1 million in the hazardous waste generator revenues.
  • Direct the collection, analysis, and presentation of data and materials for the Program, which outlines resources, objectives, how those objectives are achieved by the Program, and reporting performance measures.
  • Oversee environmental planning: through law and rule revisions that are protective of public health and the state’s reduction, reuse, recycling, or sustainable materials alternatives.

All you need for success:

Minimum Qualifications

  • A Bachelor’s degree*, 5-7 years of relevant experience and 2-4 years of supervisory experience. (Substitutions may apply.) *Preferred degree program would include a combination of the following: Accounting, Auditing, Business Management, or a closely related field.
  • Knowledge of principles and practices of effective administration.
  • Skills in assessing fiscal needs, providing recommendations, and monitoring expenses and revenues.
  • Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.

Preferred Qualifications

  • Work 8:00 a.m. – 5:00 p.m. schedule, with occasional overtime required.
  • Statewide travel averaging one or two days per month with occasional overnight stays.
  • Ability to evaluate fiscal data, create and maintain spreadsheets, track and project expenditures and revenues, develop and evaluate grant proposals and plans, update and maintain state budget documents, and ability to apply operational data and information to fiscal projections and activities.
  • Utilization of computers, printer, scanner, fax, databases, and software such as but not limited to: Microsoft Office (especially Word, Excel, and Outlook), SharePoint, ReTrac, SalesForce, WebEx, and SAM II.
  • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
