Job Location:

  • The office for this position is located at the Harry S Truman State Office Building, 301 W High Street, Jefferson City, MO. 65101.
  • Candidates who complete a successful onboarding and training period may be eligible to work at an alternate location in compliance with OA-ITSD's Distributed Workforce Plan.

Why you’ll love this position:
The Chief of IT Operations is a critical leadership role in the Office of Administration, Information Technology Services Division (ITSD). This position will be responsible for leadership of all IT Operations functions across ITSD and developing a strategy to operationalize a variety of new technologies being introduced to the enterprise under ITSD's Digital Government Transformation initiative.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD).

What you’ll do:

  • Manages a team of Cloud Engineers and Developers who perform overall design, development, and integration of systems and applications to address business needs about the automation of cloud services, and related developer enablement capabilities (cloud and/or in-house).
  • Manages VDI team and integration with cloud horizons, automation of application packaging, and application catalogs.
  • Manages Active Directory and user provisioning teams, developing guidelines and framework around seamless user provisioning workflow and automation.
  • Manages the Automation team to align Cloud with on-prem standards and strategies.
  • Manages Firewall team and all firewall rules and configurations internal and external facing.
  • Manage Operations for Service Now platforms as development rolls into production.
  • Oversees the creation of "big picture" architectural approaches for system design and implementation to guide IT teams.
  • Leads and manages a team of engineers in the architecture, design, development, implementation, and integration of cloud services, DevOps support, and related developer enablement capabilities in support of IT and business objectives.
  • Oversee the analysis of business problems and lead the evaluation, development, and recommendation of specific technology products and platforms to provide cost-effective, and secure solutions that meet business and technology requirements.
  • Perform supervisory duties including, but not limited to hiring, training, evaluating, coaching, and disciplining direct reports.
  • Leads large projects including the development of project plans, coordinating staff assignments, and monitoring progress.
  • Collaborates with the application development and infrastructure teams on the design of secure systems that protect against inappropriate access and/or data loss.
  • Provides regular status, operational reports, incident, and change reports.
  • Ensures adherence to procedures for handling incidents, service requests, and change management.
  • Manages service improvements and enhancements through metrics-driven KPIs.
  • Maintains current knowledge of industry practices, trends, and applications.

  • Advanced oral and written communication skills, demonstrating the ability to convey business terminology that is meaningful and well-received.

  • Ability to work well within a team environment, participate in department projects and balance detail with departmental objectives.
  • Highly advanced people management skills, demonstrating the ability to lead, mentor, and develop associates; including the ability to delegate key areas of responsibility.
  • Advanced ability to translate business needs and problems into systems design and technical solutions.
  • Advanced knowledge of cloud hosting environments, product development, scripting, and automation.
  • 10-15 years of people management experience.
  • General/broad knowledge of cloud-based services (AWS, Azure, GCP, Oracle).
  • General/broad knowledge of Scripting languages (Python, Powershell).
  • General/broad knowledge of CI/CD platform management (Jenkins, Nexus, Sonarqube, Vault).
  • General/broad knowledge of software development practices (code management, Agile tools, automated testing).
  • 3-5 years of experience overseeing teams that design and deploy continuous integration environments and platforms.
  • 3-5 years of experience overseeing agile teams that leverage cloud platforms and SaaS solutions.
  • Experience leading or relevant understanding of Agile concepts and ceremonies.
  • Working experience developing CI/CD pipelines, container-based architectures, and cloud-based architectures.
  • Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
