Job Title: Information Security Manager

Where: Office of State Courts Administrator, Jefferson City, MO

Full-time: 40 hours

Starting Salary: $78,478

We are recruiting to fill an Information Security Manager position responsible for maintaining the judiciary’s information technology security policies and procedures as they relate to cyber security training, mobile device management, threat detection/mitigation, user provisioning, security policy compliance and enterprise technology auditing. The Information Security Manager develops and recommends OSCA policies, procedures and methods to protect sensitive data and information from being compromised and must create system security policies to eliminate computer hackers, viruses and other dangers associated with data security.

Other key responsibilities include:

  • Responsible for the strategic direction of multiple programs
  • Establishes program goals and develops organizational plans with limited input from higher levels of management
  • Evaluates present systems and programs in terms of their efficiency; recommends, develops, and implements new systems, procedures, and policies and provides training for personnel affected by modified systems
  • Communicates with vendors on hardware and software developments and directs or conducts the research, review, recommendation and preparation of requests for proposals and bid specifications for hardware and software purchases as they relate to information security
  • Administers the development and application of standards and procedures necessary to develop, install, and maintain efficient and effective computer information technology systems establishes clear expectations to vendors and provides regular formal and informal feedback
  • Determines security requirements by evaluating business strategies and requirements; researching information security standards; conducting system security and vulnerability analyses and risk assessments; studying architecture/platform; and identifying integration issues

Desired skills and knowledge:

  • Considerable knowledge of the principles and practices of computer information technology and cyber security
  • Considerable knowledge of continuing trends and developments in computer hardware and software
  • Considerable knowledge of various computer platforms
  • Considerable knowledge of the principles of cost benefit analysis
  • Considerable knowledge of the principles of computer systems disaster recovery
  • Considerable knowledge of the information strategic planning process
  • Ability to provide leadership, supervision, and training to professional, technical and related program staff and to delegate and evaluate work of staff, and provide effective feedback
  • Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency
  • Ability to work outside of normal business hours

Minimum qualifications: (The following statement represents the minimum education and experience which will be used to determine qualifications of applicants. Additional experience above the minimum stated may be substituted on a year for year basis for the required education. Equivalent combination of relevant education and experience may be substituted on a year for year basis.)

Graduation from an accredited college or university with a Bachelor's degree with at least fifteen (15) semester hours in computer science, computer information systems, or closely related areas and six (6) years of professional and relevant technical computer information technology systems experience. Including at least two (2) years of experience with supervisor or project management responsibility.
