This position works in DEED’s Vocational Rehabilitation Services (VRS) division, which empowers Minnesotans with disabilities to achieve their goals for competitive, integrated employment and career development. This position will ensure the application of applicable laws, regulations, and DEED/VRS policy in planning and implementing Pre-Employment Transition Services (Pre-ETS) for students with disabilities who are potentially eligible for vocational rehabilitation services. The Pre-ETS Rehabilitation Representative coordinates services for transition-age students who need Pre-ETS and who meet other requirements as specified in the Rehabilitation Services Act of 1973, as amended by the Workforce Innovation and Opportunity Act.

The Pre-ETS Rehabilitation Representative will collaborate with Rehabilitation Counselors and partner agencies in supporting students with disabilities by assisting students in gaining experiences that allow for early job exploration and enrich their transition planning. Specifically, the position will conduct outreach to schools and recruit students for Pre-ETS services, identify individual needs and implement services, refer students to Pre-ETS contractors for services as needed, implement Pre-ETS coordination services, and participate in professional development and training.

This position requires extensive travel to meet with students, high school and transition program staff, businesses, and other partners in the service area. Travel is expected up to five (5) days per week.

This position will be open on a continuous basis until posted end date or until all positions are filled.

  • Hiring Incentive: The successful incumbent of this position may be eligible for a hiring incentive of $5,000.00 paid in two (2) lump sums following the completion of the required probationary period and following two (2) years of successful service in the role.

Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Bachelor’s degree in Rehabilitation Counseling, Counseling, Human Services, Sociology, Education, Social Work, Psychology, or other closely related field as determined by the agency

OR

High school diploma/GED and one (1) year of experience working with youth with disabilities related to employment services in one or more of the following areas: job exploration counseling, work-based learning, counseling on post-secondary options, workplace readiness training, and/or instruction in self advocacy.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Incumbent must maintain valid driver‘s license, & insurance, OR have other reliable transportation.

Preferred Qualifications

Experience in:

  • Any of the following: Job Exploration Counseling, Work-Based Learning Experience, Postsecondary Education Counseling, Workplace Readiness Training, and/or Instruction in Self-Advocacy.
  • Providing employment-related services for persons with disabilities (i.e., job placement, special education work coordinator, case aid).

  • Developing and maintaining relationships with a diverse client set including Black, Indigenous, and People of Color (BIPOC) and Native American populations.

Ability to communicate in a second language (specifically Deaf and Hard of Hearing-American Sign Language, Somali, Hmong, or Spanish).
