State of Iowa - Executive Branch is Hiring a Human Resource Associate Near Des Moines, IA

About Us: The Department of Administrative Services, Human Resources Enterprise (DAS-HRE), located at 1305 E. Walnut in Des Moines, IA, is dedicated to ensuring the efficiency and effectiveness of the state’s human resources programs.
Location and hours: This is a hybrid position based in downtown Des Moines, IA. You'll have the flexibility to work from our office as well as remotely, helping you to achieve a great work-life balance. The position follows a Monday to Friday schedule, 40 hours per week.
Position Overview: As a Human Resources Associate (HRA), you will play a key role in providing comprehensive human resources services to multiple state agencies and departments. Acting as a liaison between agencies and DAS, you will oversee various HR functions including personnel management, payroll administration, and benefits enrollment.
Key Responsibilities
  • Develop and process vacancy announcements using our applicant tracking system, ensuring compliance with hiring procedures.
  • Administer personnel actions in Workday, including reinstatements, promotions, and pay changes, with meticulous attention to detail and timeliness.
  • Serve as a point of contact for employee inquiries regarding payroll, benefits, and HR policies, providing clear and helpful guidance.
  • Facilitate benefits enrollment and updates, including health, dental, life insurance, flexible spending, and deferred compensation.
  • Manage workers' compensation claims, including tracking injuries, computing payments, and ensuring accurate timekeeping.
  • Maintain confidential employee files, controlling access and providing necessary documentation to supervisors as needed.
  • Collaborate with DAS-HRE units to stay informed about updates to benefit programs and assist employees during annual enrollment periods.
  • Support managers and supervisors by providing critical information such as leave balances, salary review dates, and FMLA status.

Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.
  • All of the following (a, b, and c):
  • One year of full-time work experience in administrative support in a human-resources-related program area; and
  • A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
