QUALIFICATION REQUIREMENTS: Applicants must attach to their application individual responses addressing each requirement separately.

(1) Must be an enlisted member of the Idaho National Guard. Provide your military grade, job title, MOS/AFSC and unit of assignment. If willing to enlist/join, please indicate your willingness and ability to enlist. If you are enlisted in another state National Guard, indicate your willingness to complete ITS.

(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state) and meet qualifications for a military driver’s license. Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

(3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)


Knowledge, Skills and Abilities (KSAs)

Applicants must have 24-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.

Provide your individual responses in an attachment to your application addressing each requirement (1-8) separately.

(1) Knowledge of architectural design techniques and standards.

(2) Knowledge of the methods and techniques of construction engineering and the ability to interpret, select, adapt and apply many guideline, principles and practices which relate to construction engineering.

(3) Knowledge of local and national building codes and Air National Guard (ANG) design policies and requirements.

(4) Ability to effectively communicate both in writing and orally with architects, engineers, local and state officials and personnel from National Guard Bureau.

(5) Ability to manage multiple complex projects that are in various phases of design and construction.

(6) Ability to design small scale projects.

(7) Skills to apply the basic principles of engineering technology and related disciplines in all phases of project design and construction.

(8) Skills to manage, coordinate, maintain and operate a Computer Aided Drafting and Design (CADD) program as it relates to project design and construction.

INTRODUCTION: This position is assigned to Base Civil Engineering (BCE), 124 Civil Engineer Squadron, Idaho Air National Guard (IDANG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to perform nonprofessional technical work in functions such as design, plans development, inspections, and material testing. Work requires the application of basic principles of engineering technology and related disciplines.

DUTIES AND RESPONSIBILITIES:

1. Design and Specification. Analyzes facility requirements and future land utilization to participate in the engineering design and plans development. Writes and/or reviews sections of project specifications pertaining to a variety of material and construction methods such as roofing, flooring, foundations, parking lots and roads, heating systems, and cooling systems. Reviews designated portions of plans submitted by contractor. Prepares a site layout design of proposed project, working from specified design criteria, soils survey data of area involved, plans of existing facilities, and sketches of proposed small buildings, parking lots, roads, and etcetera. Takes into consideration such data as topography, location of existing structures and availability of utilities. Prepares layouts, details, and assembly and installation drawing of facilities and equipment from information found in sketches and design criteria guidance. Evaluates project plans to determine quantity of materials to use and prepares detailed cost estimates. Coordinates, manages, operates and maintains the Computer Aided Drafting and Design (CADD) program.

2. Construction Inspection. Attends pre-construction and job progression meetings, as required. Performs construction inspection of facilities, roads, parking lots, and etcetera. Interviews contractor personnel to assure labor and safety standards are maintained. Contacts contractor to explain requirements, discuss plans for work accomplishment and scheduling, and assists in complying with contract plans and specifications. Participates in change order evaluations. Coordinates and conducts pre and post construction walk-throughs.

3. Project Management. Develops programming and planning documents and cost estimates (Statements of Work, Performance Work Statements, Government Cost Estimates, and etcetera) as related to the construction of building structures, building materials and construction operations.

4. Testing. Performs tests on soils, asphalt, concrete, and other engineering materials necessary for the design and evaluation of buildings, roads, runways, and etcetera. Selection and substantial modification of equipment and procedures may be required due to availability of proper equipment and the necessity to make rapid assessment of conditions in the field. Testing activities may require incumbent to operate sensitive and complicated test equipment, to maintain schedules for calibrating, and to collect and interpret validity of data.

5. Performs supervisory responsibilities, if assigned. Performs established supervisory functions and practices pertaining to full-time and/or temporary state employees in accordance with Idaho Military Division State Employee Personnel Regulations (IMD 3) and applicable policies and procedures. Provides leadership and direct supervision. Plans, schedules, assigns and monitors accomplishment of work and ensures accountability of assigned personnel to include utilization of time and resources. Establishes state employee job performance standards for non-temporary personnel; provides ongoing feedback and performance counseling; appraises performance not less than annually; and recommends corrective or disciplinary action when appropriate. Coordinates personnel and position action requests (SPB Form 7), job vacancy announcements, selection and hiring; employee training and development; and approves employee scheduling, leave and timesheets. Promotes a respectful workplace that complies with policies of the Adjutant General. Promotes a respectful work-place that complies with policies of the Adjutant General Observes and ensures compliance with the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.

6. Performs other related duties and projects as necessary or assigned.

SUPERVISORY CONTROLS: Works under general supervision of the Deputy Base Civil Engineer (BCE) or authorized designee. The supervisor assigns work in terms of objectives and priorities, and provides assistance for new or unusual assignments. The incumbent is expected to perform technical duties on own initiative and consult with the supervisor on significant deviations from standard practices or controversial matters. Work is evaluated in terms of results, accomplished goals, and compliance with established guidelines and regulations.

PERSONAL WORK CONTACTS: The incumbent has daily contact with BCE management and trades personnel; building managers; Idaho Military Division/Idaho National Guard military personnel, federal technicians and state employees at all levels; representatives of local civilian utilities; private contractors; and representatives of other government entities.

WORK CONDITIONS/ PHYSICAL EFFORT: Office work occurs in a controlled environment; however, the position requires the capacity for physical work. Field work involves moderate risks and discomfort such as hot and cold weather, working around equipment, dust, noise and related factors. Incumbent may be required to use protective clothing or equipment, such as hardhat, boots and goggles. Some travel, via all modes of transportation, may be required.
