The immediate vacancies are located in Ewa. Some positions may be Temporary. Salary:
$5,076 to $6,177 per month (SR-22, Step D to I) 
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

NOTE: Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force.

The Department of Human Resources Development - State Recruiting Office will refer all inquiries regarding this civil service recruitment to the DOH Human Resources Office. 

This series includes positions which are concerned with the monitoring and coordination of substance abuse programs in the State. Substance abuse programs may be concerned with prevention, treatment, rehabilitation, education, and/or research activities.
This position participates in the development of the State plan for substance abuse; participates in the coordination and evaluation of all State and federally funded program and activities in the State relating to substance abuse; conducts program and operational studies and activities to assist grant-aided and contracted agencies in developing substance abuse programs; monitors such agencies to insure activities and use of funds conform to project intent and requirements; and performs other duties as required.

To qualify, you must meet all of the following requirements:

Basic Education Requirement: Graduation from an accredited four (4) year college or university with a bachelor’s degree in sociology, social work, psychology, public health or other related major.
Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four ( 4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree in one (1) of the major areas specified above may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
General Experience Requirement: One (1) year and six (6) months of progressively responsible experience in social work, public health or other related fields which required knowledge of current social and economic conditions, community organizations and the services and/or programs they offer to the community relative to alcohol and drugs, the prevention of substance abuse and the treatment and rehabilitation of substance abusers.
Specialized Experience Requirement: One (1) year of progressively responsible experience which demonstrated the ability to conduct studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation of programs and/or program activities relative to alcohol and drugs, the prevention of substance abuse and the treatment and rehabilitation of substance abusers. This experience must have been equivalent in scope and complexity to that of the next lower level in this series.
 
Substitutions Allowed:
  1. A master's degree or successful completion of thirty (30) graduate semester credit hours of its equivalent in sociology, social work, psychology, public health or other related field from an accredited college or university may be substituted for one (1) year of Specialized Experience. 
  2. Successful completion of all requirements for a Ph.D., in the above described fields from an accredited college or university may be substituted for two (2) years of the Specialized Experience requirement.
