The Bureau of Health Care Practitioner Regulation is responsible for the policy making and programmatic activities related to licensure of health care practitioners and regulated facilities. The Bureau is comprised of a bureau chief and eight offices under the supervision of executive directors. The board offices credential and license qualified health care practitioners. With the Bureau of Health Care Practitioner Regulation, you will have the opportunity to make a meaningful impact on the public. This position requires a great deal of computer experience as well as excellent written and verbal communication skills. In addition to regularly assigned duties, the person selected for this position will be asked to participate in process improvement teams and offer productive feedback. Your Specific Responsibilities:

The Board Executive Director is supervised by the Chief of General Operations (Bureau Chief of Health Care Practitioner Regulation) and serves as Administrative Officer for the regulatory licensing boards of Dentistry and Pharmacy.

Conducts and attends board meetings around the state and represents the Department before the Board on matters of policy and procedure. Advocates before the Board on issues involving the goals of the Department regarding the health, safety, and welfare of the public.

Performs functions delegated to the position by the boards, including evaluating health care licensure applicants to ensure that only qualified applicants are authorized to take licensure examinations and become licensed. Authorizes and oversees the issuance of licenses, the approval of mandatory continuing education programs and providers, and audits of compliance with licensure requirements.

Assists the bureau chief in making recommendations to the boards and the department regarding proposed statutory revisions, analyses of proposed bills, proposals for new programs or organizational structures, continuation or expansion of present programs or organizational structures, continuation or expansion of current programs, annual budget requests based on personnel and resource needs, new or revised rules, and policies and procedures for the divisions, bureau, or board business processes.

Administers and interprets statutes, policies and procedures, and administrative rules - to the public, applicants, members of the Legislature and their staff, local, state and federal agencies, societies and associations, and member of the professions. Works with board counsel's, general counsel's office and staff, for interpretation and implementation of statutes and rules. Implements new programs and revisions to existing programs resulting from legislative changes in the Practice Acts and other laws or rules affecting the boards.

Acts as an agent for the Boards for the service of legal process upon the Boards in suits naming Board members and Executive Director as respondent. Gives testimony or depositions in administrative hearings or in court proceedings in the capacity of the Board Executive Director or custodian of the Board's records.

Implements the decisions of the Board in disciplinary matters that may include signing or executing Final Orders.

Serves as liaison with professional groups’ organizations, and regulatory agencies, when such representation benefits the regulatory goals of the Boards or Department.

Represents the Board and Division at local, state, and national associations and society meetings, and in meetings with other state agencies, the Legislature, and within the Department.

Responsible for staff management, including discipline, hiring, review and performance planning appraisals, and general supervision of staff. Responsible for ensuring that procedural and administrative duties are efficiently and timely performed by staff.

This position is required to work emergency duty, in preparation for, during, and as a result of a catastrophic or natural disaster.

This position is responsible for the preparation of purchasing and the approval of purchasing.

Serves as the supervisor for property custodian/delegate and monitors compliance of mandatory requirements in Section 273 and 274.11, Florida Statutes.

This position is in compliance with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.

Ability to communicate verbally and in writing.

Ability to prepare and conduct presentations before stakeholders.

Ability to manage and complete multiple high priority tasks.
