State of Colorado Job Opportunities is Hiring a WAP Data Analyst Near Denver, CO

Department Information

The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado’s energy sectors.
The Colorado Weatherization Assistance Program (WAP), as part of CEO, provides energy efficiency and renewable energy retrofits to income-qualified Colorado residents.These retrofits include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado’s diverse population of residents through its local service providers.
CEO currently has an opportunity for a Data Analyst to join the WAP team. They will support the WAP team as described in the duties and responsibilities below.

Description of Job

This announcement is open only to eligible individuals currently employed within the Office of the Governor. Starting Salary Range:

The Data Analyst will play a crucial role in supporting the Weatherization Assistance Program at the Colorado Energy Office. The successful candidate will have a deep understanding of managing and analyzing data to optimize program efficiency and effectiveness. This candidate will primarily focus on data-related projects that enhance and improve WAP’s processes and deliverables to our subgrantees and clients across Colorado.

Key Responsibilities:

  • Front-end Salesforce Projects and Project Management

    • Manuals and additional resources
    • Dashboards
    • Oversee licenses
    • Management of the product backlog
    • Liaise with STAR team and vendors
  • Geographic Information Systems (GIS)
    • Coordinate ESRI GIS licensing for CEO. Work closely with ESRI and CEO Operations to solicit licensing requirements and request any new quotes or maintenance documents.
    • Develop WAP GIS WebApps platforms for sharing data
    • Work with CEO WAP leadership to perform ad hoc spatial analysis
    • Work with CEO WAP staff and subgrantees to provide trainings, education and progress updates
    • Develop WAP maps for allocation formula to identify those in need of WAP services (i.e. energy burdened populations)
    • Collaborate with the CEO WAP Sr. Engagement Manager to understand Engagement GIS needs and work together to meet those needs when possible.
  • Rebates
    • Recover Energy Efficiency rebates
      • Process rebate recovery monthly and provide mid-year forecasts as necessary
      • Update process documentation.
    • Track rebate revenue
      • Track administrative and operational revenue as needed
    • Solar rebates
      • Assist with the process of rebate recovery monthly.
      • Assist with WAP-Xcel Annual Solar Report for submission to Xcel.
      • Collaborate with creating and updating process documentation.
    • Rebate contract amendments
      • Serve as the main point of contact for communication with Utilities regarding rebate contracts
      • Provide rebate forecasts and lead efforts to initiate contract amendments and all associated tasks
  • Data Management and Analysis
    • Explore WAP data and identify areas for improvement, such as data gaps or duplicative data
    • Provide data to CEO WAP colleagues when necessary, such as DOE reports, Discovery Requests, State Plan submissions, etc.
    • Perform external data requests from stakeholders as needed.
    • Oversee data clean up efforts.
    • Engage with utility partners to collect client utility data for program analyses.
  • Allocation Formula
    • Oversee the maintenance and evolution of the CEO WAP Allocation Formula
    • Work with CEO WAP leadership to identify priorities to emphasize within the Formula

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Bachelor's or Master's degree in Data Science, Statistics, Geography, Environmental Studies, a related field, or equivalent experience in the following:

    • Data management, analysis, and reporting
    • Proficiency in utilizing Salesforce for data management, analysis, and reporting
    • GIS and relevant GIS software, such as ArcGIS or QGIS
  • Strong analytical skills with the ability to interpret complex datasets
  • Excellent attention to detail and accuracy in data processing and reporting
  • Excellent written and verbal communication skills.
  • Demonstrated ability to work collaboratively in a team environment.

Preferred Qualifications:

  • Salesforce reporting and database
