Description of Job

The salary range for this position is:
$26.94 - $37.75 Hourly
$2,154.92 - $3,020.31 Biweekly
$4,669.00 - $6,544.00 Monthly

The Division of Family and Medical Leave Insurance (FAMLI) within the Colorado Department of Labor and Employment (CDLE) manages all aspects of the State of Colorado’s FAMLI program approved by Colorado voters in November 2020. FAMLI ensures that participating Colorado workers have access to paid leave when life circumstances (such as taking care of themselves or their family), take them away from their jobs. FAMLI delivers all programs and services as statutorily mandated.
FAMLI’s Innovation and Technology Unit controls is accountable for the overall development effort required to build, maintain, and continuously improve the technological systems that enable the FAMLI program to provide claim benefits. The unit drives the product evolution process from ideation to launch, and ensures deliverables meet the needs of all FAMLI program constituents, including employees and employers. Innovation and Technology also is the technical support organization that remedies production software issues.
Work sections include claims management and benefit payments, wage reporting, premium collections, account management and registration, and fraud and data analysis. Innovation and technology maintains solutions for all FAMLI products by determining system performance needs, tracking up-time, knowing system data types, and ensuring appropriate security measures. It also serves as a point of contact for incidents, infrastructure upgrades, and license renewals. This position serves within the data and analysis function.
This position provides data analysis, metrics, and reports on the effectiveness of FAMLI programs in relation to cost, program success, the structure and mechanisms of service delivery processes and the attainment of quality process outcomes. This position also works to create predictive insight into the program growth and integrates State of Colorado economic metrics. As an individual contributor, this position analyzes information/data/analysis requests, determines appropriate strategies to generate pertinent data and analysis, and provides consultation to requestors in the interpretation and use of data and analysis. FAMLI uses cloud-based data repositories organizing FAMLI raw data assets and manages curated datasets by focus area, coupled with Tableau Desktop and Tableau Server. This Position will create metrics and analysis independently as an individual contributor using SQL and Tableau and it is intended that this person must become an expert in the use of Tableau. This position will use Tableau software and AWS tools, (for example tools like Snowflake), to extract and analyze data and create reports for a variety of users, including FAMLI supervisors and management, and for general program purposes.

MINIMUM QUALIFICATIONS:
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position in Data engineering, creating systems for the organization's file management , reporting and data analytics.

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years in Data engineering, creating systems for the organization's file management , reporting and data analytics.

Preferred Qualifications:
  • Analytics & reporting background
  • Understanding of data and data integrity such as managing data ingest and algorithms
  • Experience in communicating data processes and data literacy
  • Demonstrated ability to work with multiple units and levels of authority
  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.

  • Organizational Policies: Experience with the policies to achieve a set of goals and targets regarding the development and maintenance of an organization.

  • Technical Documentation: Prepare documentation for existing and upcoming products or services, describing their functionality and composition in such a way that it is understandable for a wide audience without technical background and compliant with defined requirements and standards. Keep documentation up to date.
