Although the full salary range for this position is provided, appointments are typically made at or near the bottom quarter of the range.

Description of Job

The Work Unit:
The Administrative Services Program (ASP) exists to provide a wide spectrum of services and support to the management and staff of the Air Pollution Control Division (APCD). The ASP consists of the Fiscal Services Unit, the Business Services Unit, and the Records Management Unit. The services include, but are not limited to legislative, policy development, accounting, contract management, budgeting, grants/funds management, revenue billing/invoicing, financial reporting, time and effort reporting, supplies/equipment/services procurement, personnel administration, office management (e.g., space allocation, telephone and fax services, office supplies), human resources, coordination of information technology services (both hardware and software) with OIT, and all processes which control the creation, maintenance, security, storage, retrieval, timely destruction and use of official APCD records, as well as responding to Colorado Open Records Act requests.
What you will be doing
This position serves as the technical liaison between Division staff and Governor’s OIT to ensure the Division business technology service and support needs are being met. This position serves as the front line support for interfacing with business users on service requests, investigating and evaluating problems, resolving when possible, or escalating to OIT staff for further resolution. Responsibilities include monitoring OIT service desk requests, elevating required service level, negotiating completion dates, and ensuring follow through on hardware problems, equipment purchases, rollout, inventory maintenance, problem resolution, coordination of equipment replacement schedule, and assisting Division programs with oversight and coordination of business technology related contracts.
This position provides and coordinates technical training and support for the Division with a focus on software products used by the majority of Division staff, that OIT does not provide training on. This position performs research and technical assistance, as well as, encourages user adoption and effective usage of electronic systems.
This position has an active role in the Department level Tech University (Tech U) to increase Division knowledge and support, expand user functionality in alignment with department goals, resolve user-related problems, assist with the development of Division solutions and ensure adequate training for all Division users.
Job Duties:
IT Coordination, Customer Service, Equipment & Software Management
Monitors APCD/OIT service desk reports; elevates and ensures follow through on all service requests. Negotiates completion of requests in a timely manner; maintains computer inventory, allocation of hardware to staff, ensures service desk tickets are created for equipment reimaging or surplussing, equipment purchases, and rollout; coordinates hardware replacement schedule with APCD managers and OIT, and ensures equipment is reimaged upon position vacancy; coordinates with Fiscal Services Unit (FSU) staff on new hires for allocating or purchasing equipment; verifies OIT billings; initiates and justifies purchases of new hardware and software, manages Information Technology Service Request (ITSR) process (generating , signing as purchaser, and receiving goods/services); develops scope of work and coordinates task orders for IT consultant contracted services; maintains knowledge and understanding of emerging technologies and makes recommendations on new technical policies, hardware, software, and applications; assists in implementation of new applications and monitors/evaluates effectiveness of new applications; and acts as Division coordinator on cross-program/division initiatives. Assists programs with oversight and management of IT contracts. Represents the division's interests on various department-wide OIT efforts to improve management of IT functions by serving on the OIT Oversight Committee and other required division IT steering committees.
Training and Support for Division Staff
Maintains professional knowledge of current information technology trends, develops, guidelines and software resources required for Division initiatives. Consults with program management to determine training needs on current technology (i.e., MS Office, OnBase, Google, etc.), identify training gaps, directs users to available training material and resources, trains end users in the Division on basic software functionality, demo technology to business units, works closely with department-level Tech University (TechU), Google guru group and OIT staff to provide comprehensive training for division staff on certain, often used software features, research potential solutions, maintains professional knowledge of emerging/evolving technologies, performs ongoing research to determine and train on effective software features, encourages user adoption and embeds a sense of excitement in the business regarding new technologies and functionality of existing systems.
This position provides and coordinates technical training and support for the Division with a focus on software products used by the majority of Division staff that OIT does not provide training on. Examples include but not limited to a focus on SmartComment and Accessibility remediation tools. Assists with document remediation for accessibility purposes and may support or directly work on website updates and information postings. This position performs research and technical assistance, as well as, encourages user adoption and effective usage of electronic systems during onboarding and for new users.
Communication and Team Building
This position will perform as the professional liaison with the State's OIT staff, the department's TechU resources and outreach efforts, and others that will assist in attaining Division project goals. The objective is to gain the broadest base of support from technical colleagues and collaborate with those who can potentially affect department and division level change. This position is crucial in providing the ongoing support for all staff affected by changes and tools and it is necessary to maintain the appropriate relationships within the Division, across the Department, or with other State agencies to accomplish division objectives.
Other Duties as Assigned
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

  • Knowledge and experience implementing, using, supporting and/or training staff on new technologies and software
  • Experience developing and implementing training materials for a customers with varied skill levels and technical understanding
  • Ability to apply new technologies
  • Ability to establish and maintain effective working relationships with all partners
  • Ability to work well independently as well as in or with a team
  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times
