Description of Job

About the Unit:
The Assistant Area Engineer works in The Colorado Department of Transportation’s (CDOT’s) Construction Engineering Services Unit at the CDOT Head Quarters office in Denver, CO. The Unit -provides technical assistance, engineering support, subject matter expertise, training, and quality control and quality assurance functions for the Chief Engineer, the Deputy Chief Engineer, the Construction Engineering Services Branch Manager, the five Colorado Department of Transportation (CDOT) Engineering Regions and external stakeholders on matters related to project development and contract administration of highway construction projects.
About the Position:
The position utilizes their Professional Engineer license and applicable engineering knowledge, theories, principles and practices to support the Area Engineers and the CDOT Regions in providing technical assistance, engineering support, subject matter expertise, training, and quality control and quality assurance services related to project development and contract administration of highway construction projects.
Major Duties include but are not limited to:

  • Uses engineering knowledge and expertise to assist the Area Engineer in providing technical assistance and engineering support throughout CDOT as well as to external stakeholders on all matters related to construction contract administration.
  • Ensures that policies, procedures, and specifications are clearly understood and uniformly applied during construction contract administration.
  • Assists the Area Engineer in providing guidance and advice in all matters related to construction contract disputes and claims.
  • Reviews Critical Path Method Schedules.
  • Assists the Area Engineer in developing, issuing and implementing policies, procedures and specifications.
  • Revises, updates and distributes procedure manuals and checklists such as, Construction Bulletins and the Construction Manual to assure effective and efficient contract administration of highway construction projects.
  • Participates as a member of technical committees dealing with contract administration, and construction issues.
  • Acts as administrator of the Project Delivery Advisory Committee.
  • Provides change order expertise to the CDOT Regions: reviews construction project modifications/changes and justifications to determine adequacy and completion of documentation.
  • Assists the Area Engineer in identifying CDOT engineering staff training needs.
  • Develops and facilitates training related to construction contract administration to assure that policies, procedures, and specifications are clearly understood and uniformly applied during project development and contract administration of construction projects.
  • Other duties as assigned.
Work Environment:
  • Typical work schedule is Monday through Friday daytime hours.
  • Daytime travel during business hours to meetings and trainings
  • Occasional overnight to CDOT offices throughout the state to provide training or technical assistance
  • Will be required to drive CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
OR
  • Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it will be a condition of employment to obtain your Colorado PE license within six months of hire.
Conditions of Employment

  • A current valid driver’s license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
  • If meeting qualifications with an out-of-state PE license, must obtain Colorado PE license within six months of hire. If not a current Colorado resident, you must move to Colorado before you can start in this position.
Preferred Qualifications
Theexceptional applicantwill be an experienced Professional Engineer and will possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • At least four years of professional work experience in the construction of transportation engineering projects;
  • Extensive professional knowledge, oversight, and operational expertise in transportation-related design and construction;
  • Maintain current working knowledge of transportation engineering best practices, regulations, and policies related to area of responsibility and to the broad range of engineering specialty areas;
  • Comprehensive knowledge of applicable Federal and State rules and statutes;
  • Comprehensive knowledge of the CDOT Construction Manual, CDOT Materials Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, and MUTCD;
  • Knowledge and experience with CDOT (or comparable) dispute resolution and construction claims process;
  • Comprehensive experience managing project budgets and providing accurate documentation;
  • A history of progressively responsible project management experience, including the ability to successfully plan, organize, and manage multiple, concurrent projects or tasks of varying complexities;
  • Experience with using a context-sensitive solutions process during final design and construction;
  • Dedication to CDOT's mission, goals, and overall objectives;
  • Credibility on technical matters with staff, peers, staff of other organization units, internal and external customers, and local stakeholder groups;
  • Strong, analytical, decision making, reasoning, and problem-solving skills and experience;
  • Ability to take initiative to solve problems in an innovative manner;
  • Being open to change and new information; adapting behavior and work methods in response to changing conditions or unexpected obstacles;
  • Ability to partner with professionals, consultants, vendors, stakeholders, staff, with sensitivity to their needs and priorities to accomplish the organization's goals;
  • Ability to partner with special interest groups, elected and appointed officials, in situations which may be politically sensitive;
  • Leadership roles over work and project teams, including participation in committees;
  • Adapting leadership styles to various situations; modeling high standards of honesty, integrity, trust, openness, and respect for individuals by applying these values daily;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Experience supervising or directing the work assignments of others, including handling personnel issues and progressive employee development;
  • Knowledge of workplace issues and laws (FMLA, FLSA, ADA, employee leave, progressive discipline, etc.);
  • Promoting teamwork, pride, trust, and group identity at all levels within the work unit;
  • Designing and implementing new or cutting-edge programs/processes, and identifying potential roadblocks, and involving key players in successful implementation;
  • Exhibit acceptance of diversity in providing effective customer service to diverse groups of internal and external stakeholders;
  • Negotiating with individuals or groups to find mutually acceptable solutions; building consensus through give and take;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Passion for safety;
  • Fluency in MS Office, MS Excel, MS Project, Suite, SAP and the ability to quickly learn other software systems.
