Job Description

This position is a flexibly staffed position, and being filled at Level 1. Promotion to the Level 2 will only occur upon successful completion of the probationary period and required training plan, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor.
What you will be doing:
The Office of Public Advocacy (OPA) is hiring for an Accounting Technician 1 and here are the duties of the position:
  • Issue warrants for client expenses as directed by Public Guardian under strict deadlines.
  • Verify funds and proper authority for client transactions.
  • Monitor, adjust, and generate monthly automatic payment schedules.
  • Perform cancellations and stop payments of OPA checks as requested by the Public Guardian.
  • Create and modify new vendor accounts.
  • Perform research for Public Guardians on transactions histories.
  • Maintain source documents according to agency policy and procedure.
Upon successful "flexing" to the Accounting Technician 2 level, the incumbent will provide backup to the Accounting Technician 3 in processing daily reconciliations, fee audits and collections, posting adjusting journal entries, uploading, downloading, and posting daily bank files.
Our organization, mission, and culture: OPA provides legal advocacy and guardianship services to vulnerable Alaskans as required by court rule, and federal and state law. Within the agency's mission, and relevant to this position, OPA provides public guardianship for incapacitated adults, and advocacy for victims of elder fraud.

OPA serves the entire geographical area of Alaska through 19 statewide offices located in Anchorage, Palmer, Bethel, Juneau, Fairbanks, and Kenai. With a budget of nearly $40 million, the agency handles 1800 guardianship clients through 25 full time Public Guardians who manage all of their income and liabilities and coordinate with state and federal benefit agencies, external pension plans, native organizations, and employers processing in excess of 250,000 financial transactions each year on behalf of these court-appointed clients.
The Agency as a whole has over 180 employees, contracts with over 150 attorneys, Guardian Ad Litems, and Investigators.

Who we are looking for:
Applicants for the position should possess the following knowledge, skills, abilities, and experience:
  • Considerable knowledge of bookkeeping practices and accounting procedures, practices, methods, techniques, terminology, and Generally Accepted Accounting Principles (GAAP);
  • Ability to read, comprehend and apply written and oral materials, instructions, and/or procedures and apply them to various situations;
  • Proficient in using a personal computer and ten key calculator and MS Office Suite and database programs;
  • Ability to work accurately and at a fast pace with attention to detail;
  • Ability to maintain confidentiality;
  • Good customer service and communication skills that are used courteously and effectively with a wide range of personalities and diverse cross-section of people and organizations;
  • Good organizational skills with the ability to prioritize and productively manage time to ensure compliance with numerous deadlines;
  • Ability to work effectively under pressure and with continual interruptions;
  • Ability to work as a team member, as well as independently;
  • A plus but not required is experience in and knowledge of banking systems.

Minimum Qualifications

One year of clerical work experience maintaining records that included using computer systems and performing basic arithmetic calculations.
Substitutions:
Successful completion of a formal vocational education program in accounting or bookkeeping will substitute for the required experience.
Post secondary education from an accredited college will substitute for the required experience (3 semester/4 quarter hours equal one month).
