About the position:

The Chief Medical Officer under the direction of the Chief Executive Officer, is the lead clinician in charge of all aspects of integrated care provided by Spectrum. The Chief Medical Officer monitors clinical performance to ensure medical services and operations re in compliance with applicable regulatory and licensing agencies. As a member of the Executive Leadership Team, the Chief Medical Officer is responsible for implementing, reviewing and developing clinical protocols, quality improvement, productivity benchmarks, and compliance measures.

Essential Functions:

  • Participate as key member of organizations Executive Leadership Team to develop and maintain the organization’s Strategic Plan
  • Provides oversight for the recruitment, retention and training of all provider personnel and ensures staff compliance with the Federal Health Center Program, Section 330 of the Public Health Services Act regulations and requirements ("Section 330")
  • Advises the Chief Executive Officer in organizational development of and maintenance of Integrated clinical/behavioral health/dental operations
  • Directs the efficient utilization of professional and clinical support staff in carrying out the goals and objectives of the organization
  • Responsible for the delivery of medical care and clinical services such as cost management, Utilization review, and quality assurance
  • Assist with developing strategies to increase new patients and total encounters
  • Establish, review, and maintain medical policies and standards, and review them annually to ensure the quality of medical services
  • Review and approve all clinical protocols used by the health center
  • Oversee an annual peer review system, review credentials, and approve clinical privileges for all Clinical staff
  • Promotes and fosters and atmosphere of teamwork and excellence among staff
  • Coaches and counsel staff to ensure continuous quality improvement
  • Supervise medical residents and other health professionals as appropriate
  • Establishes, strengthens, and negotiates relationships between the health center and other physician practices or healthcare organizations
  • Monitors and develops cooperative leadership with hospital affiliations and other community agencies to pursue goals related to case management, utilization review and quality care
  • Oversees and monitors compliance with the health centers VFC Program requirements
  • Assists with the development and implementation of grant programs
  • Conduct annual medical record reviews for all medical staff (medical and behavioral health) focusing on quality of care, utilization (labs, referrals, diagnostics and medication) and appropriate coding
  • Serve as supervising physician for mid-level providers
  • Provide consultation to mid-levels and physicians per Spectrum policy
  • Develops the annual budget, approves the purchase of medical supplies, equipment within budgetary limits an makes financial management decisions as they affect clinical activities

  • Arranges and conducts monthly meetings of clinical and behavioral health staff
  • Provides oversight and management of quality and risk management ensuring compliance with federal, state, and local regulations and guidelines
  • Directs the Quality Improvement/Quality Assurance (QI/QA) process for Spectrum, with overall responsibility for supervision of the QI/QA program. The Chief Medical Officer is also the co-chair of the QI/QA Committee
  • Presents ongoing reports to the President and CEO and quarterly reports/updates on health and quality assurance matters to the Board of Directors
  • Serves as the Lead to attain and maintain the health center’s Patient Centered Medical Home (PCMH) certification recognition and Meaningful Use
  • Acts as the PCMH subject matter expert of NCQA requirements and develops policies and procedures, initiates and facilitates PCMH workflows and assign staff responsible for monitoring compliance and data collection
  • Supports community health center compliance with policies and standards, helping to ensure that services are consistent with the standards set by various accrediting and over mental review organizations
  • Represents Spectrum t local, state, and national meetings
  • Professionally represents Spectrum within the community and press as delegated by the President and CEO
