Job Summary
Subcontractor shall provide a Project Construction Manager with a background in construction management support services to the NNSA Capital Projects mission being performed by Savannah River Nuclear Solutions (SRNS), LLC. The primary focus of these support efforts shall be to manage construction projects and maintenance activities and to provide support to the SRNS NNSA Capital Projects. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.
DUTIES
Subcontractor shall provide a Project Construction Manager with a background in construction management support services to the NNSA Capital Projects mission. The focus of these support efforts shall be to manage construction projects and maintenance activities on multiple moderately complex multi-million dollar projects from conceptual design to completion with the primary responsibility for safety, quality, schedule and cost. Including but not limited to the following:
* Manage a dedicated construction organization to ensure that project and maintenance activities are completed for the customer safely, on schedule, within budget and at the appropriate quality level.
* Contacts supervisors on a daily basis to provide management direction and receive feedback.
* Provide concise and accurate presentations to internal and external customers regarding construction status, including complex technical, organizational, and financial issues.
* Conduct considerably complex analysis of problems involving construction activities.
* Develop innovative alternative action strategies enabling the early achievement of milestones.
* Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities.
* Ensure that construction efficiency is optimized by providing efficient construction input and involvement in projects throughout the conceptual design phases, construction, turnover and the completion phases of each project.
* Manage established costs, schedule and technical baselines and provide effective management of project staff and matrix personnel to control baselines.
* Manage professional and nonexempt employees to include career development, motivation, performance review and salary administration.
* Foster a "team concept" when interfacing with Operations, the Department of Energy, other departments and divisions and attend scheduled and unscheduled meetings, provide reports, status construction activities and identify, address and resolve complex problems.
* Take the necessary steps to stop work if continuing the job is unsafe or will create unsafe conditions.
REQUIRED QUALIFICATIONS
Education and/or Experience Requirements:
Bachelor's degree in a technical discipline and 13 - 15 years of practical experience in construction. In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques.
An Associate's degree and 15 - 17 years of practical experience would be considered equivalent.
A high school diploma and 17 - 19 years of practical experience would be considered equivalent.
A comprehensive knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
Problem Solving
Manage problems and issues of extensive complexity within developing processes involving a diverse group of functional participants and stake holders.
Exercise judgment within loosely defined limits.
Develop and implement primary and alternative actions with minimal restraint.
Negotiate and resolve extremely complex differences among team members which affect internal and external stake holders including quality and safety. Resolution efforts necessitate extensive
research, knowledge, and innovative approaches. The incumbent may encounter fast-track schedules with substantial uncertain restraints on major management decisions such as funding, awards to subcontractors and basic project plans.Area Security Access:
* Candidate must be able to obtain and maintain a DOE "Q" security clearance. Supplier shall possess a positive FOCI determination from DOE which includes "Q" security clearance level. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance ("L" or "Q") within the past two years are preferred.
