Special Olympics Brand is Hiring a Manager, Contracts & Procurement Near Washington, DC

Position Title: Manager, Procurement and Contracts
Location: SOI – Headquarters, Washington, D.C. (Hybrid; In office 2-3 days/week; remote 2-3 days per week)

Reports to: Director of Health Operations
Position Summary:
Special Olympics International (SOI) is an NGO providing sports training and competition to more than 5 million people with intellectual and development disabilities (IDD) in over 170 countries. With over one million coaches and volunteers, Special Olympics delivers 33 Olympic-type sports and more than 108,000 games and competitions throughout the year. Best known for its engagement around sports, SOI promotes a myriad of health services and activities and houses the largest global database of health screenings of people with IDD. SOI’s Health strategy is directed towards promoting equity and reducing health disparities for the 5 million athletes and 80 million people with IDD around the world through four strategic activities:
1. Preventive care services, including early intervention for those under 8 years of age, fitness programs and public health promotion activities.
2. Assessment services, directed at preventive health screenings and early detection of the most common conditions for people with IDD, and developing person centered care coordination and connections to reduce those conditions.
3. Training services, to engage the health care workforce using evidence-based learning activities that employ virtual and hands-on interactions to improve quality of care.
4. Promoting health systems reform through partnerships with providers and government organizations and promoting strong self-advocacy.

This is an incredible opportunity to be a part of the Health Operations team and support our vast health procurement and contracts portfolio. Responsibilities include processing and tracking of all health procurement and grant agreements, support with invoices, developing, improving and streamlining processes and providing overall administrative support to the health department.
Primary Responsibilities: 
• Under the supervision of the Director of Health Operations, the Procurement and Contracts Manager is responsible for processing, implementation, tracking and monitoring of all health procurement agreements (i.e., contracts, memorandums of understanding, etc.), in accordance with SOI’s Procurement Policy.
• Develop and maintain streamlined processes and tools for management of health procurements and contracts.
• Work with project leads, legal, and finance teams as needed, to define and establish service needs and contract specifications.
• Manages and/or prepares complex contract and finance documents, including CAFs and supporting contractual documents.
• Resolves contractual issues or problems with project leads.
• Ensures accurate and up to date filing of all documentation required for audit and compliance purposes.
• Cross-check deliverables before the closing of a contract.
• Assist in the maintenance of departmental dashboards.
• Provides administrative and operational support across the health team as needed.
• Other duties as assigned.

Required Qualifications: 
• Bachelor’s Degree or equivalent experience.
• A minimum of two years of contract review and processing experience with knowledge of legal terms and conditions and knowledge of US Federal Uniform Guidelines and compliance requirements.
• Exceptional communication skills, both written and oral, including demonstrated ability to provide advice and communicate effectively with a culturally and professionally diverse range of stakeholders.
• Ability to understand the timing and cycle of contract negotiations.
• Ability to manage multiple tasks with short deadlines simultaneously.
• Ability to handle confidential information with discretion.
• Ability to work effectively in a team environment as well as independently with minimal supervision and exercise judgment to identify solutions and strategies for novel situations in a fast-paced environment.

• Problem solver with a willingness to learn and grow.
• Strong administrative and organizational skills.
• Proficient with Microsoft 365 and Smartsheet with the ability to learn additional software as needed.
