Southfield, City of (MI) is Hiring a Human Resources Analyst I - Labor Near Southfield, MI

  • Perform complex investigations for: Workers’ compensation, Family Medical Leave Act (FMLA), and attendance. 
  • Assist in development/advise departments on Human Resources, Labor Relations and Administration programs.
  • Review and process unemployment claims.
  • Receive, review, and process reports of on-duty employee injuries, coordinate worker’s compensation claims, arrange and authorize treatment of the employee by medical care providers; review and process medical bills and solve billing/payment problems with medical providers; process return-to-work and other documents and forms required by insurance carrier, TPA, and/or State of Michigan.
  • Coordinate City compliance with MIOSHA standards; maintain OSHA log; prepare and post annual report.
  • Facilitate quarterly worker’s compensation claims review meetings. Lead bi-monthly Safety Committee meetings.
  • Daily record keeping, including reports, forms, statistics, letters, and other documentation to be maintained in files and records.
  • Establish and maintain MIOSHA safety training program for the City.
  • Performs a wide variety of assignments that are confidential nature involving labor/employee relations, confidential personal/protected information, medical confidential information for claims and lawsuits. 
  • Employee relations: Counsel and guide department managers and supervisors in handling employee problems, questions, and discipline. Counsel and guide employees with personal and work-related problems. Mediate conflicts.
  • Compliance with federal laws: Oversight responsibility for City’s compliance with state and federal employment laws, including primary responsibility for the Americans with Disabilities (ADA) Act, Title VI compliance; Family and Medical Leave Act; Department of Transportation Drug and Alcohol Testing requirements; etc.
  • Union negotiations: Communicate with a diverse group of individuals representing all sectors of the labor workforce. As directed by the negotiation team, this position provides direct and/or in-direct labor relations leadership and support. Assure contracts are updated online, printed and distributed as appropriate.
  • Oversight responsibility for disability management efforts, including assisting or leading in the establishment of policies and procedures; ensuring compliance with changing laws and regulations, facilitate integration of conflicting/confusing aspects of disability-related laws; establishing and monitoring return to work and light duty assignments.
  • Full responsibility for DOT Drug and Alcohol Testing program; serve as “DER” (Designated Employer Representative), ensuring compliance. Resolve collection problems; coordinate disciplinary actions for positive test results.
  • All other duties as assigned.
  • Bachelor’s degree or equivalent in Human Resources, Public Administration, Business Administration, or related field.
  • One to three years increasingly responsible full-time work experience in HR, sufficient to produce thorough knowledge of Human Resources systems, federal/state employment laws, labor relations laws, and management techniques.
  • One year of experience in claims management including processing insurance issues and claims is desired.
  • Experience with grievances, unfair labor practices and/or arbitration is desired.
  • Ability to build and maintain a professional and positive relations with the public and co-workers.
  • Must possess the ability to perform high volume, multi-task duties during peak periods in an accurate and timely manner.
  • Must possess a valid Michigan driver’s license and must meet the City of Southfield’s driving standards.
  • Organizational skills and the ability to work well under deadline pressure.
  • Requires research, analytical, and computational skills to effectively monitor claims and losses.
  • Significant problem solving and organizational skills necessary to prioritize and coordinate diverse requests and the ability to work under pressure of deadlines and changing priorities.
