Duties

Incumbent will serve as the Technical Advisory (South) Team Manager applying direction, guidance, and support for maintaining air traffic services throughout the NAS by interfacing with support organizations and industry groups. He/she is the subject matter expert to provide input, as needed, for support organizations; responsible for coordinating and assuring resolution of issues for Terminal, Enroute, and FCT facilities, and ensures consistent application of policy. Serves as Air Traffic Services primary interface with the associated Service Area and Service Center pertaining to ATC facility issues. He/she acquires and allocates resources to accomplish work activities within established schedules, as well as interface with officials of all levels, including Service Area and Service Center personnel, teams of people from other organizations to accomplish assign tasks and objectives. This work is critical to the safety of the NAS and the flying public.

The Team Manager utilizes program/project management principles to direct air traffic management projects, includes identifying positions and establishing and overseeing financial, business and planning activities that support accident and event investigations. He/she defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for his/her organization. Manages budget and performs critical aspects of the budget planning process, including projecting short and long-term future needs and justifying resource requirements. He/she plans; communicates the Group's vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evaluates performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective/disciplinary actions, as appropriate. He/she uses coaching skills to train staff, to improve workplace and to engage in conflict resolution. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.

He/she applies skills and technical knowledge of air traffic operations and procedures to direct staff in identifying and resolving highly complex problems that often cross-organizational boundaries, including service areas and facilities. He/she applies leadership ability and an advanced knowledge of Air Traffic Services broad goals and objectives and those of the ATO and corporate FAA to identify, define, and organize work for multiple work activities. Provides direction, guidance, and support for maintaining air traffic services throughout the NAS by interfacing with support organizations and industry groups; serves as a national subject matter expert to provide input, as needed, for support organizations; responsible for coordinating and assuring resolution of issues for Terminal, Enroute and FCT facilities, and ensures consistent application of policy. Serves as Air Traffic Services primary interface with the associated Service Area and Service Center pertaining to ATC field facility issues. He/she applies experience using traffic flow management automation tools and local/national communication processes to implement and integrate new equipment technologies into the NAS. As the team manager, he/she is responsible for assigning personnel and resources to facility implementation teams to facilitate the integration of new and/or revised procedures.

Contacts are internal and external, to include with NAS customers, other ATO organizations, and external lines of business on a day-to- day basis. Represents air traffic operational interests effectively with other organizations. As an authority in air traffic management, he/she provides guidance to both internal and external organizations to address diverse, complex issues which often cross multiple projects/programs. As a technical point of contact, he/she represents the AJT in communicating requirements and presenting technical information to diverse audiences.

To qualify for this position at the K-band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J / FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is Experience in air traffic operations and procedures to direct staff in identifying and resolving highly complex problems that often cross-organizational boundaries, including service areas and facilities, this includes experience using management automation tools and local/national communication processes to integrate new equipment technologies into the National Airspace System (NAS).
