Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.The Power Management Division at Seattle City Light is seeking a Resource Planning & Analysis Manager to provide leadership and oversight to the Resource Planning & Analysis (RPA) team, which analyzes our current resources and future resource and contract options to meet reliability, environmental, compliance and risk management goals. The role will guide and oversee modeling the Utilitys energy resources and evaluating the strategic and operational 'fit' of new resources.The position will be responsible for overseeing the production of supply side resource planning documents mandated by local, state, and federal statutes and regulations, including the Integrated Resource Plan and the Clean Energy Implementation Plan, and ensuring their timely delivery. The Resource Planning & Analysis Manager will play a key role in the development of the Utilitys Strategic Resource Roadmap.An ideal candidate has an analytical disposition, approaches problems with curiosity, and brings an organized approach to managing their teams work !This position will report to the Senior Manager of Energy Resource Strategy & Planning. Here is more about what youll be doing:Provide management and leadership direction to 4 professional staff.Provide strategic thought leadership, advice, and recommendations to senior leadership on SCLs development and management of the energy portfolio necessary to meet the utilitys obligations.Direct strategies for identification, acquisition, operation, and marketing of City Lights owned and contracted generation resources to meet the requirements of customer loads at the lowest possible cost and in compliance with environmental regulations.Lead development and delivery of the Integrated Resource Plan (IRP) to ensure an open, cross-functional, collaborative approach with the participation of staff with different expertise and/or from different areas in the utility. This includes public involvement and presentations to upper management and City Council.Lead development and delivery of the Clean Energy Implementation Plan (CEIP) in concert and consistent with the IRP.Ensure that all major resource planning work and deliverables, including the IRP and CEIP, are consistent with City Lights Strategic Plan.Guide and oversee the modeling of the Utilitys energy resources and evaluating of the strategic and operational 'fit' of new resources.Lead development and implementation of appropriate project operating analytics and associated constraints to protect and mitigate system impacts on natural resources and other river users; maintain contact with others within the Utility, the City, other utilities, and regulatory agencies to identify operational problems and opportunities for improvement.Build, develop and direct a team of skilled technical professionals, guide their ongoing growth and development, and ensure they have working knowledge of relevant leading-edge planning and analysis tools, techniques, and principlesSpecific tasks for the Resource Planning and Analysis team include but are not limited to: [DP1]Development and delivery of the Integrated Resource Plan (IRP) and Clean Energy Implementation Plan (CEIP) in concert and consistent with the IRP.Development and implementation of appropriate project operating analytics and associated constraints to protect and mitigate system impacts on natural resources and other river users; maintain contact with others within the Utility, the City, other utilities, and regulatory agencies to identify operational problems and opportunities for improvement.Ensure that planning and operational models are developed and regularly updated, as well as documented including the validation process to be done in conjunction with Risk Oversight.Ensure that all model operations and planning processes have robust structure and functional durability to avoid or eliminate single points of failure.Planning and analytical support of energy resource acquisition, operation, and marketing. Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Education: Baccalaureate degree in business administration, engineering, economics or another related discipline.Experience: Five years of progressively responsible electric utility experience in the one or more of the following areas: operational resource planning, integrated resource planning, power marketing, project management, leadership of cross-functional teams with internal and external stakeholders, stakeholder engagement, energy market analysis or financial analysis of energy markets and regulations (or an equivalent combination of education and/or experience).Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:At least two years in a supervisory or management role leading diverse cross-functional teams and demonstrated success in satisfying internal and external customers.An advanced degree or certification in business or public administration, engineering, economics or another related discipline (or combination of relevant education and/or experience)Project management experience dealing with a diversity of areas, requiring an open, cross-functional, collaborative approach with the participation of staff with different backgrounds, skills and experience.Experience or familiarity with (1) modern coding language such as Python or R, (2) data management processes and structured query languages, and (3) analytical tools used in power planning such as production cost models, capacity expansion models, and optimization tools.Experience communicating individually with stakeholders from outside the organization and through organized venues to present and exchange ideas explaining complex issues to a non-technical audience.Strong capacity to work independently and under pressure.Excellent written, verbal, computer and interpersonal skills.Please note this job advertisement is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job.
