We are committed to investing in the production and preservation of affordable homes for low-income individuals and families, including those exiting homelessness. We also provide assistance to low-income homeowners through home repair loans and weatherization grants, so they can safely remain in their homes and neighborhoods.

The Job:
 
We are seeking an equity focused Senior Program Analyst for a high impact opportunity to join our HomeWise Weatherization team. Since 1980, this program has provided free energy efficiency upgrades to income-qualified homes, reducing utility costs and enhancing comfort for families in need.

Here is more about the role: 
  • Voucher Processing. Process all types of HomeWise vouchers promptly and accurately. Monitor weekly for intents and affidavits, ensuring timely processing of payments within 2 weeks of completed documentation.
  • Single-family Weatherization Bid Price List. Update the list semi-annually to align with L&I Prevailing Wage updates.
  • Grant Budgets and Monitoring. Collaborate with program manager to prepare grant budgets and ensure accurate updates in HomeWise Database (HWDB). Monitor grant expenditures and coordinate with Finance and Auditors to ensure projects adhere to grant timeframes.
  • Databases and Data Entry. Manage HWDB system enhancements, data processing, and hardware/software needs. Act as project manager for systems design, development, and implementation projects. Coordinate data entry tasks, including uploading data to various databases (e.g., WIDS, ECOS). Serve as liaison with external agencies (e.g., Washington State Commerce, PSE) for data-related matters. Troubleshoot data errors and collaborate with database developers for enhancements.
  • Annual Reports and Reporting. Prepare Annual Reports and work plans for funders and community partners. Generate standing and ad hoc reports as requested by partners. Prepare and upload HWDB reports for external partners (e.g., SCL).
  • Team Lead. Develop work plans and goals for Admin Specialist staff in alignment with team objectives, priorities and goals. Lead system user groups in system design, development, and implementation. Provide training to users on system operation, output, and equipment.
To be effective in this job, you have the following experience and skills: 
  • Project Management. Experience in system design, project implementation, and problem-solving for complex, long-term projects. Ability to evaluate and improve management controls, communication, and workflow efficiency.
  • Leadership and Team Management. Proven skills in managing teams, supervision, training, and performance evaluations. Ability to balance delegation, provide direct support, and coordinate team efforts.
  • Technical Expertise. Knowledge of affordable/multifamily housing programs, including invoicing, budget monitoring, and program compliance.
  • Legal and Regulatory Compliance. Understanding of local and federal housing laws, including Fair Housing and Landlord-Tenant Laws. 
Your success in this role will rely on your:
  • Passion for the Office of Housing's vision/mission and a strong alignment to the Seattle Race & Social Justice Initiative.
  • Excellent interpersonal, organizational, and communication skills, both verbal and written.
  • Ability to prepare clear and comprehensive written reports on technical and administrative matters.
  • Strong analytical skills, problem-solving abilities, and conflict resolution skills

Three years of experience in systems, operations, procedures, research, analysis, or a related field AND A Bachelor’s degree in business or public administration, finance, computer science or a related fieldThis full-time position is classified as a Management Systems Analyst, Sr.. This position is covered by the Civil Service system and FLSA (eligible for overtime). The full pay range for this step-progression position is $52.50 - $60.83 per hour. New employees begin at Step 1 of the pay progression, which is $52.50 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions.
