Position Title: Officer, Contract, Compliance & Safety

FLSA Status: Full-time / Exempt 
Compensation: $70,000-$92,050 annually
Schedule: Must be available during business hours, which are 8am-4:30pm, Monday through Friday; Occasional evenings and weekends as needed
Location: This position is 100% in-person, located at 1560 Berger Drive, San Jose, CA 95112. Some presence may be required at our other location at 2650 Senter Road.
Travel: Local travel may be required up to 15% of the time.

Position Summary:

The Contract, Compliance & Safety Officer at San Jose Conservation Corps Charter School plays a crucial role in ensuring adherence to contractual obligations and legal requirements. This multifaceted role provides leadership with timely, accurate, and actionable insights on industry best practices regarding compliance, policy adherence, identification of internal or external risks, and the status of corrective action plans.

This position is also tasked with maintaining a safe work environment by overseeing OSH administrative processes, delivering basic OSH training, and utilizing various tools and processes to implement OSH programs effectively and ensure compliance. The ideal candidate will demonstrate high-level communication skills, effectively communicating hazards and risks to prevent injuries, developing mitigation tools and programs, and conducting thorough investigations to ascertain the root causes of incidents or near-incidents.

This position demands strong problem-solving and communication abilities, as well as regular communication with senior management regarding progress, risks, and change control.

Job Duties

Contract Compliance and Management

  • Develop or review SJCC CS’ contracts and grant agreements and communicate the terms, conditions, and requirements to relevant internal stakeholders. Collaborate with legal counsel for this purpose when necessary.

  • Identify potential risks and liabilities associated with new contracts and develop strategies to mitigate them.

  • Ensure organizational compliance throughout the project lifecycle by monitoring reporting, budget spend down, invoicing, payments, programmatic deliverables and proper closeout procedures to ensure they adhere to contract requirements.

  • Stay current with laws and regulations relevant to nonprofit contracts and ensure the organization's compliance.

  • Conduct internal audits for contract and grant compliance and produce reports that include observations, risks, recommendations and corrective action plans.

  • Follow up on corrective action plans to ensure that the identified actions are implemented, and risks have been appropriately mitigated.

  • Serve as a point of contact for contract- and grant-related inquiries, both internally and externally, and ensure effective communication with relevant stakeholders.

  • Ensure that all contract-related activities adhere to ethical standards and guidelines.

  • Mediate and resolve disputes or issues related to contract performance, in collaboration with relevant parties.

  • Manage administrative contracts such as those with building tenants and administrative vendors.

  • Prepare the organization for audits, including gathering and organizing relevant documentation and writing responses to requests for information.

  • Be the lead point of contact for financial and programmatic audits.

Organizational Culture of Compliance

  • Create and implement organization-wide standards for assessing the performance of contractors and the quality of products delivered under contracts and evaluating whether they meet the agreed-upon standards and objectives.

  • Conduct training sessions to ensure staff understanding and awareness of contract compliance requirements.

  • Lead the development and implementation of compliance and risk management policies and procedures to ensure consistent practices across the organization.

  • Develop and adapt quality standards related to risk and compliance programs to meet evolving requirements; and promote consistently high standards and operational excellence.

Safety Inspections, Audits, and Reports

  • Ensure SJCC CS compliance with OSHA and other health and safety regulations.
  • Travel to various SJCC CS locations and warehouses to inspect the worksites and review working conditions.
  • Document reports of occurrences and record statistical information.
  • Maintain safety regulations during installations.
  • Oversee disposal of substances according to environmental guidelines.
  • Perform fire, work area, and safety inspections in accordance with regulations.
  • Prepare a recommendation report for improvement after the completion of a safety inspection.
  • Update procedures and policies for new regulations or local ordinances.
  • Write corrective action plans as necessary.
  • Conduct and document investigations on all SJCC CS accidents, near-misses, or safety-related complaints.
  • Prepare all necessary reports involving student, staff, and/or corpsmember accidents.
  • Prepare reports and maintain files on all DOL, OSHA, FDA, EPA and other federal agency required reports related to safety.
  • Periodically revise and update the organization’s IIPP and Safety Handbook.

Training, Development, and Implementation

  • Ensure statutes, regulations, and codes are clearly understood and met.
  • Intervene to stop any acts or processes which are unsafe or do not comply with OHS guidelines.
  • Implement preventative measures to ensure unsafe processes are not repeated.
  • Design and implement orientation programs for all new staff and students on safety matters.
  • Provide training for SJCC CS staff and corpsmembers to ensure that safety and security policies and practices are understood.
  • Work with Operations and Program Managers to recognize personnel who are following safety practices to create a positive safety culture. 
  • Ensure all personnel follow all personal safety precautions (hardhats, protective goggles, etc.).
  • Develop and manage the Safety Incentive Program and the publicity of the Safety Program.
  • Work with the CTE Department to ensure Corpsmembers receive safety training as part of their onboarding training, and are provided with a copy of the IIPP.
  • Act as the regulatory agency coordinator between SJCC CS staff and outside regulatory agencies.
  • Develop and implement documentation necessary for the handling, temporary storage, and disposal of hazardous waste products, and conduct training on the safe handling of such materials.

Work Environment & Requirements

Position may require prolonged sitting, standing, walking, reaching, twisting and turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires far and near vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The nature of the work may require the incumbent to work outdoors, work at heights, lift, carry and push equipment and materials weighing up to 50 pounds and work evenings, weekends and holidays. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Employment At-Will

The San Jose Conservation Corps Charter School is an “At-Will” employer. This means that employment with SJCC CS is voluntarily entered into and staff members are free to resign at any time. Similarly, SJCC CS may terminate the employment relationship at any time, with or without cause or prior notice, as it deems appropriate. This at-will employment relationship can be changed only in a written agreement signed by the staff member and the Executive Director of SJCC CS.

**SJCC CS IS A MANDATORY COVID-19 VACCINATION EMPLOYER**

All new hires will be required to provide proof of vaccination absent an approved medical or religious exemption prior to their start date. If a new hire is in the process of being vaccinated, their start date may be adjusted to a future date after they have been vaccinated. Fully vaccinated means at it has been at least two weeks since the person has completed the entire recommended initial series of a COVID-19 vaccine.

Minimum Qualifications

  • One of the following must apply:
    • High School Diploma or GED 6 years of relevant work experience in business administration, logistics, compliance, grant administration, safety compliance
    • Associate’s degree in business administration, contract management, occupational safety and health, or related field 4 years of relevant work experience in business administration, logistics, compliance, grant administration, safety compliance
    • Bachelor’s degree in business administration, contract management, occupational safety and health, or related field 3 years of relevant work experience in business administration, logistics, compliance, grant administration, safety compliance
  • Proficiency in preparing and reviewing contracts, invoicing, and negotiation terms, coupled with a minimum of 2 years' expertise in comprehensive workplace safety and compliance programs.
  • Sound understanding of state and local statutes and ordinances pertaining to fire safety and prevention, loss control, hazardous chemicals, building, electrical, noise pollution, and environmental regulations.
  • Proficiency in Microsoft Office Suite (Word and Excel) alongside highly developed project management skills.
  • Demonstrated strong time management and organizational skills, coupled with excellent analytical and problem-solving abilities.
  • Outstanding verbal and written communication skills, combined with an energetic, passionate, flexible, collaborative, and proactive approach.
  • Ability to multitask, prioritize effectively, and manage time efficiently.

Preferred Qualifications

  • Master’s degree in business or public administration, contract management, occupational safety and health, or related field.
  • Background and experience in statistical analysis.
  • Registration as a Health and Safety Officer through OSHA.
  • Experience in federal and fee-for-service contract compliance or grant administration in the nonprofit sector.

Driving Record and Requirements: If the position is offered and accepted, candidates must submit a copy of their DMV driver’s record. The candidate also must possess and continue to maintain a valid California Class C driver’s license and a clean driving record.

Drug Screen: If the position is offered and accepted, candidates will be required to undergo and pass a 5-panel drug screen.
