JOB SUMMARY: The Construction HSE Manager (HSEM) is primarily responsible for the development, implementation, and execution of the project Health, Safety, and Environmental Program for Site Construction at Industrial Manufacturing Sites. The HSEM works with the Site Construction Project Manager, as well as Owner and third-party managers, engineers and suppliers to train, implement, direct, and enforce, all HSE requirements for all project site activities with primary emphasis on construction. The HSEM will train, coordinate, and direct the site construction management team to implement the HSE program. The HSEM will report to the Site Construction Project Manager for project execution and to the Plus Group Corporate HSE Director for the site HSE performance. The HSEM must have extensive knowledge of OSHA 1910 General Industry and OSHA 1926 Construction requirements, implementation, and reporting. The Construction HSE Manager can also perform general construction management responsibilities regarding scope, cost, and schedule management.
ESSENTIAL JOB FUNCTIONS:
  • Responsible for performing site Health and Safety Audits to make sure our site-based teams are working in acceptable conditions and with proper safety and health protocols in place. Ability to develop a Project HSE Program that complies with all Federal, State, local, owner, and Plus Group Corporate Safety Requirements.
  • Develop a high-performance team through supervision, training, coaching, and mentoring. Ensure regular feedback is shared with staff including timely completion of employee performance appraisals.
  • Maintains good communication and coordinates work schedule with operations personnel until the project is completed.
  • Interact professionally and effectively through daily or weekly verbiage and written communication with executive staff.
  • Possess working knowledge of all projects plans, specifications, Owner Contract subcontracts, construction and operational plans and practices for industrial manufacturing.
  • Initiate, establish and maintain working relationships with owner/architect/engineer and subcontractors to facilitate an effective HSE Program.
  • Establish, update, and communicate the Project HSE Program and manage its implementation.
  • Work with the project preconstruction team to provide HSE input to project plans, designs, and constructability reviews.
  • Manage the HSE qualification and reporting requirements for subcontractors and suppliers.
  • Direct daily HSE Program activities as performed by all project team members.
  • Develop, Train, and direct the site project team on emergency and incident response, investigation, and reporting.
  • Ensure strict adherence to ethics and compliance requirements throughout the business unit.
  • Develop cost-effective solutions due to design conflicts and propose alternate solutions to
    reduce costs.
  • Support all phases of a project including engineering, preconstruction, site mobilization,
    construction, commissioning, and final turnover.
  • Serve as a main point of contact for the site HSE Program, participating in construction meetings, resolving disputes, providing ongoing feedback, and coordinating completion of HSE action items.
  • Drive HSE competencies/training/certification requirements to the project at all levels of construction labor, technical support, and management.
  • Drive enforcement of safety protocols by the project staff.
  • Direct all reporting as required by federal, state, and local HSE agencies.
  • Keep management informed with regular project HSE performance reports.
JOB REQUIREMENTS:
Education/Experience:
Bachelor's degree plus a minimum of ten years construction project management/HSE management experience or fifteen years construction project management/HSE management experience with a minimum of five years of focused HSE experience. Preference for experience in industrial construction in chemical, and heavy
manufacturing industries.
Licenses/Credentials/Certifications: OSHA 510 and 511 PMP Certification is a plus, BIM360 Build and/or Procore Certification is a plus.
Skills/Abilities:
  • Thorough knowledge of construction health, safety, and environmental principles and techniques, as well as a strong knowledge of industrial
    construction.
  • Proven written and verbal communication abilities; proficiency with computer applications, including Microsoft Office suite.
  • Ability to read, understand and interpret contract documents, drawings, specifications, scopes of work and project schedule.
  • Demonstrated leadership and interpersonal skills.
TRAVEL: Will be driven by project requirements. Will be at a minimum of 30 - 100% of the time. The employee may travel extensively when the construction site is not close to the main office or when responsible for activities at two or more sites.

  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear, stand, climb, balance, stoop, kneel, crouch, or crawl.
