RTI International is Hiring a Deputy Chief of Party Near Washington, DC

Overview:

Research Triangle Institute (RTI) has over 30 years experience assisting governments, communities, and the private sector. As a not-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 6,000 employees with global experience implementing international development projects. RTI's Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI's experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world.

The Asia Futures activity is a Washington-managed contract designed to bolster USAIDs regional policy objectives in Asia. Asia Futures is structured around three primary objectives, to be implemented in collaboration with the private sector, governments, and civil society. These include: 1) Fostering Sustainable, Inclusive, and Transparent Economic Growth and Workforce Development; 2) Strengthening Democratic Institutions to Support Good Governance, Human Rights, and Inclusive Development; and 3) Improving Resilience to Health and Climate Threats. These objectives are designed to operate in an interrelated manner, acknowledging the complex, multi-dimensional challenges that Asia faces.

The anticipated program will be based in Washington D.C. and will work with a wide variety of USAID missions, partners, and governments across Asia through core funding and mission buy-ins.

Responsibilities:

RTI is seeking a Deputy Chief of Party (DCOP) for the Asia Futures activity. The DCOP will support the Chief of Party (COP) in overall management of the Asia Futures activity, including ensuring quality control of project deliverables and compliance with USAID rules and regulations and RTI policies and procedures. This position will serve as the second in command and fill in during the COPs absence. Extensive travel over the life of the project may be required. This position will be based in Washington D.C.. Candidates must be authorized to work in the US without sponsorship.

Position is contingent upon award and funding.

Your primary responsibilities will include but not be limited to:

  • Support the Chief of Party in leading all technical aspects of the activity, including providing oversight on any field activities.
  • Ensure all contractual deliverables and reporting requirements are met and in compliance with contractual requirements and U.S. federal regulations.
  • Support the COP in setting the vision and strategy for the project in partnership with USAID and build consensus around that vision and strategy internally and externally.
  • Engage with USAID bureaus, USAID missions, and other USG agencies to develop buy-in SOWs, promote project activities, successes, collaboration, and learning.
  • Engage with private sector leadership in the US and Globally to promote participation in Asia Futures.
  • Support the project team to ensure project objectives are being met.
  • Represent Asia Futures at project learning events to the broader development community, local governments and stakeholders, financial institutions, private sector investors, and the global community.
  • Other duties as assigned
Qualifications:
  • Master's degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience.

  • At least 10 years of demonstrated technical expertise, with significant experience, in at least one of Asia Futures technical areas: economic growth, democracy and good governance, and/or climate and health.
    Prior work experience in Central Asia, South Asia, and/or Southeast Asia required.

  • A demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities.

Key Knowledge, Skills and Abilities:

  • Demonstrated ability to work with a wide range of government and civil society counterparts and private sector partners.
  • A demonstrated ability to integrate private sector engagement, capacity building, gender inclusiveness, and knowledge generation into work approaches.
  • Excellent track record of good interpersonal supervision, leadership, and managerial skills.
  • Demonstrate high sensitivity and tolerance to cultural, religious, racial, national origin, age, and gender issues.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Excellent oral and written communication skills.
  • Knowledgeable and experienced with international development contracting policies and procedures, specifically USAID.
  • Proficiency in English is required.
