Position Summary Primary accessibility technology expert for campus with responsibility for the support, technical direction, assessment, and implementation of new and existing technologies at RCC. This position will work to ensure college technologies are in compliance with State and Federal accessibility requirements, as well as the institution's commitment to access and equity.
Performs administration of the Learning Management System (LMS) and provides instructional design support for faculty involved in web-based course development. Manages user data and user accounts in a variety of college systems with elevated admin privileges. Researches, integrates, tests, and implements third-party LMS applications. Assists and provides support for faculty in design, development, and delivery of various media elements for web-based courses. Coordinates LMS training and course development, as well as day-to-day operations of the LMS help desk for students.
Examples of Duties - Essential Functions 1.
Digital Accessibility - Develop capabilities for the college in alignment with Universal Design principles.
- Participate in audit and remediation projects, presenting strategies for continual improvement.
- Collaborate with campus accessibility advocates, including key departments and specialists.
- Engage with Access Coordinator, Instructional Systems Specialist, IT, Human Resources, and Outcomes and Assessment.
- Stay updated on accessible technologies, related laws, and best practices.
- Develop a diverse professional network and actively participate in relevant development opportunities.
- Act as the primary trainer for web and technology accessibility across RCC.
- Build and maintain extensive resources for academic and administrative staff, faculty, and students.
- Build and maintain working relationships with campus constituents.
- Lead initiatives toward a fully accessible public web presence and other technology accessibility goals.

LMS Administrator - Administrates learning management system, including creating course shells for each term, maintaining faculty and student accounts, maintaining web course backups, and supporting the integration/interaction between other College utilized systems.
- Advises, consults, and trains employees on instructional software.
- Serves as the learning management system helpdesk.

Instructional Design & Training - Works with faculty to produce pedagogically appropriate resources using the LMS.
- Designs and conducts trainings for faculty and students ranging from how to teach in the LMS to principles of instructional design and accessibility.

Other Duties as Assigned - May participate in College committees as assigned.

Screening Criteria 1.
Minimum Qualifications - Education - A Bachelor's degree in Multimedia, Communications, Instructional Technology or a related field is required.
- Experience - A minimum of two years experience in web-based course development and delivery is required.
Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Preferred Qualifications - A Master's Degree is preferred. Certification in administrating current LMS management is preferred.

Essential Knowledge, Skills, & Abilities (Core Competencies) - Knowledge - Instructional design (broad theoretical and conceptual knowledge); multimedia software products used in creating and supporting distributed educational materials; online learning management systems; media production and instructional computing; web design; course development; user and course data management; and Microsoft Office Suite products.
- Skills - Instructional design skills; verbal and written communication; planning and organizing; training.
- Abilities - Work cooperatively with a variety of college staff including faculty and other technical support personnel; work with faculty in online environments; plan and organize course development; work tactfully with faculty throughout complex processes.

Other Requirements - LMS certification required within six months of being hired.
- For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver's License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

- This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

- Manual dexterity and coordination are required for more than half of the daily work period (about 75%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires mobility including the ability to move materials up to 5 lbs. daily, 5-25 lbs. weekly, 25-60 lbs. occasionally. This position requires both verbal and written communication abilities.

Additional Posting Information This is a Part-time Classified, 19 hour per week (47.5%, 52 weeks/year) position in the Outcomes & Assessments department. Starting compensation ins entry level for Group 7 on the 2023-24 Classified Salary Schedule.
