Position Summary:
Reporting to the Director of Information Systems, the Project Manager is responsible for the management of assigned projects and project teams across the organization. This will include utilizing various project management methodologies to complete all stages of the project lifecycle.
Essential Functions:
Manage project team, including internal employees and external contractors
Create and manage project budget
Identify and make operational and staffing recommendations to internal stakeholders (sponsors, executives)
Create a project Steering Committee, lead meetings, and compile and deliver project status reports
Identify, track, and manage project risks
Acquire general understanding of business units
Create, and manage assigned projects through all project phases
Work with stakeholders and sponsors to define, document, and manage project scope
Set and monitor a Project Schedule that includes milestones and deadlines
Develop RFPs informed by stakeholder input and manage RFP process
Manage vendor contracts and relationship
Collaborate with stakeholders including RISE staff, State partners, Union partners, and various worker populations.
Create project deliverables, status reports and various communication with external and internal stakeholders (sponsors, executives)
Track project performance using appropriate KPIs, metrics, tools, and techniques
Submit deliverables and ensure they are produced on time and adhere to quality standards
Foster a culture based on collaboration and accountability
Keep IS Director and other Senior Leadership informed of project status
Maintain confidential financial and operational information
Perform other relevant, project-related duties as needed
Knowledge, Skills and Abilities:
Ability to manage different types of projects including but not limited to: strategic initiatives, cross-functional projects, alternative analysis, continuous improvement, requirements gathering, RFP creation/evaluation, vendor management, product implementation, SWOT analysis, and technology development and/or implementations
Ability to prioritize multiple projects and meet deadlines
Excellent organizational and communication skills
Strong team building and leadership skills
Knowledge of project management standards
Strong technology skills including the Microsoft Suite (Word, Excel, PowerPoint, Outlook, Visio, Project) and Asana
Demonstrated commitment to leading on equity and inclusion
Ability to perform in fast-paced, ambiguous, and changing environments
Ability to support RISE’s organizational values of Respect, Integrity, Service and Equity in the development and delivery of your work including demonstrated positive interactions with staff, vendors, the consumers we support and other organizational stakeholders
A commitment to treating coworkers and participants with respect
Experience:
5 years as a Business Analyst, Junior Project Manager or Project Manager
3 years leading projects as a Project Manager or Business Analyst
Previous experience in systems integration
Previous experience managing vendor relations
Certification in Project Management preferred
Working Conditions - Hybrid in or near Portland, OR (Flexible Work from Home Model)
Readiness to work occasional long hours, weekends
Able to travel between worksites and/or meeting locations within the state

Supervisory Responsibilities:
This position is a confidential, senior management position that will engage in personnel matters. This position is immediately responsible for supervising other staff members.
