Resource, Support & Development, Inc. is Hiring a Payroll/Human Resources Manager Near Billings, MT

The Payroll / Human Resource (HR) Manager is responsible for all aspects of the Payroll and Human Resource department. This person is responsible for all payroll related functions for 150 employees (bi-weekly payroll) and 90 individuals (monthly payroll) Served by RSD. This person is also responsible for Human resources duties such as employee relations, benefits administration, compensation and other duties as assigned. This position must emanate a high level of interpersonal skill and customer service in person and on the telephone. Must be highly confidential and follow protocol, policies and procedures, and State and Federal guidelines.

A. RSD Staff Bi- Weekly Payroll

1. Collect, compile and enter payroll data using NetSuite’s software.

2. Review and verify source documents.

3. Calculate and post payroll deductions.

4. Process payroll by established deadlines.

5. Issue Statements of earnings and deductions.

6. Reconcile employee deductions.

7. Investigate and correct payroll discrepancies and errors.

8. Update payroll records by recording changes including insurance coverage, salary increases etc.

9. Process new employees, terminations, transfers and promotions.

10. Prepare and print payroll reports of earnings, hours worked, taxes, insurance, leave, etc.

11. Address employee’s pay-related concerns and provide accurate payroll information.

12. Complete requests for pay-related documents including statements and verifications.

13. Produce federal, state and local tax payments.

14. Develop, manage and maintain comprehensive payroll records.

15. Ensure compliance with federal and state regulations and guidelines.

B. Reconciliations:

1. Cafeteria (125) vouchers and reconciliation.

2. Heath, life and dental insurance voucher and reconciliation

3. AFLAC voucher and reconciliation

4. Eligibility of health coverage

5. State Occupational Employment Report – Annually

6. Report of Organization – Bi-Annually

C. Quaterly reports :

1. 941

2. State unemployment

3. UI Worksite

4. MW Reconciliations

D.Consumer Payroll :

1. Process monthly using the steps above in section A (where applicable)

E. Bonuses, if applicable ( in coordination with CEO

F. Yearly service awards( in coordination with CEO)

G. Monthly payroll accrual ( in coordination with Controller)

H. Insurance spread monthly

I. New hire reporting

J. Change of statuses, as needed and beginning of fiscal year

K. Yearly process all W2’s and 1095’s

L Closes books yearly and creates history companies.

M.Creates monthly calendar for RSD with due dates and other important information needed by managers.

N. Software updates and scheduling working IT, fiscal staff and Netsuites.

O. Acts as a backup for Controller.

P. Performs all other corporation-related accounting or clerical duties as delegated by the Controller

Q. Human Resources Responsibilities

1. Serve as a liaison between management and employees by handling questions, interpreting and administering policies and helping resolve work-related problems.

2. Advise managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and recommend needed changes.

3. Ensure job descriptions are up to date and compliant with all local, state and federal regulations.

4. Develop training materials and performance management programs to help ensure employees understand their job responsibilities.

5. Create a compensation strategy for all employees based on market research and pay surveys; keeps the strategy up to date.

6. Investigate employee issues and conflicts and brings them to resolution.

9. Plan, organize, direct, control, or coordinate the personnel, training, or labor relations activities of an organization.

10. Administer compensation, benefits, and performance management systems, and safety and recreation programs.

11. Help foster and to create a culture of diversity, inclusivity, collaboration and teamwork.

12. Stay current and up-to-date on employment law and state specific programs and policies.

13. Prepare reports for the State or other regulatory agencies, as required or requested by the CEO.

14. Provide technical assistance and training to managers in programs concerning appropriate procedures for documentation and maintenance of records.

15. Assist in executing the strategic plan according to the direction of the CEO.

16. Establish and maintain updated personnel policy and appropriate procedure manuals.

17. Research and develop material and methods to make the human resource information system, personnel files, and appropriate records more efficient and accurate, as requested by the CEO.

18. Managing an HR department’s annual budget.

19. Directing change management and organizational development.

20. Carry out policies/procedures of the agency.

21. Attend all management team, staff, and quarterly board meeting as requested.

22. Supervise the Human Resources Assistant.

23. Other duties as assigned.

Minimum Qualifications (Experience/Education):

Required Qualifications:

1. Bachelor’s degree in human resource management or related field.

2. Three years of work related experience.

3. Montana driver’s license & insurable driving record per RSD insurance criteria.

4. Or High School Diploma or GED and some college courses with experience equivalent to college degree and five or more years of Human Resources work experience.

Preferred Qualifications:

1. SHRM-CP or HRCI Certification

2. Three years of experience working with people with disabilities.

Job Type: Full-time

Pay: $55,000.00 - $60,000.00 per year
