Job Description

Program Manager

SUMMARY

Coordinates the treatment provided at Savannah Treatment & Counseling Center.
Services include screenings, assessments, individual and group substance abuse/addiction counseling services and case management services as part of a comprehensive prevention and treatment program at Savannah Treatment &
Counseling Center.

Program Directors will be responsible for the job duties outlined in this description as well as managing performance of the clinical staff members within the program.
As a means of holding Program Directors accountable for clinical staff, overall management of clinical staff will be reviewed and evaluated based on the staff’s ability to comply with following company standards:

  • Counselor productivity must reflect a minimum of 24 face-to-face hours with their assigned client caseload each week.
  • Counselors must complete all clinical documentation within 1 business day from the time the service had been performed.
  • Counselors must complete all insurance authorizations within a timely manner to ensure payments for provided services will not be rejected.

INTRODUCTION

The Program Director works within the program’s team model, establishing open communication, developing sound clinical decisions, and possessing a strong comprehension of agency services and programs. He oversees the Savannah
Treatment & Counseling Center services for the organization and supervises all counselors in the department.

RESPONSIBLILITIES AND DUTIES

The following is a list of responsibilities. It is not meant to be all-inclusive and may be adjusted to meet program needs:

1. Client Services (40%)

1. Prepares weekly reports to be sent to management weekly.
2. Identifies and utilizes various agencies to assist participants with issues such as employment, education, housing, parenting etc.
3. Conducts client evaluations.
4. Gathers current historical bio-psychosocial information from clients and administers and interprets appropriate assessment instruments.
5. Disseminates information to clients regarding program design, requirements, expectations, and treatment mandates.
6. Provides individual and group counseling/case management services for clients.

2. Program and Staff Development Services (30%)

1. Provides direct support, training, and supervision to staff
2. Manages clients’ clinical services; overall management of treatment planning/assessment processes
3. Assures adherence to program treatment philosophies and policies
4. Participates in hiring and promotions
5. Assists in agency quality assurance measures.
6. Ensures program's clinical integrity.
7. Reviews clinician's progress with clients, discharges, census, etc.
8. Conducts community relations calls/visits to maintain/grow census.

3. Collateral/Environmental Services (10%)

1. Works within processes and procedures of referral source(s)
2. Acts as a liaison between consumers and program staff
3. Acts as a liaison with community partners and attends marketing events.
4. Actively participates in implementation.

4. Administrative Responsibilities/Record Keeping (10%)

1. Maintains client and program records in accordance with standard format and timetables with the State accreditation guidelines.

2. Maintains program adherence to state license and regulation procedures.
3. Audits client records.
4. Prepares both internal and external monthly, quarterly and annual program reports.
5. Conducts monthly individual and group supervisor meeting with day service staff.
6. Attends monthly supervisory meeting with COO/CCO.

5. Maintains the Skills & Knowledge Necessary to Provide Quality Patient Care
(5%)

1. Attends educational lectures and conferences pertaining to the field of mental health and addiction.
2. Completes necessary paperwork and pays yearly dues as required to maintain appropriate certification and/or license.
3. Continually updates knowledge base by reading material relevant to the field of mental health and addictions.

6. Professional Growth and Development (5%)

1. Seeks and uses training opportunities external to Agency.
2. Attends Recovery Place required training.
3. Engages in self-evaluation to develop professional goals.
4. Completes all other duties as assigned.

JOB REQUIREMENTS

1. Professional/Academic Experience

1. Bachelor’s degree, Masters preferred in human services-related field at an accredited institution.

2. Three years experience working with a behavioral health population.
3. Licensed or license eligible.
4. Certified in Addiction Counseling.

1. Comprehension of Substance Abuse treatment and related material.

FUNCTION AND PURPOSE OF POSITION

The Program Coordinator is a professional who actively supports the philosophy of the agency and maintains a high level of commitment to the needs of those requiring mental health services. S/he oversees the diagnostic screening and assessment processes; including conducting face-to-face interviews, determining consumer’s problems and performing formalized evaluations.

ACCOUNTABILITIES

1. Completion of assignments on schedule.
2. Existence of accurate documentation in clients charts.
3. Attendance and participation at clinical staff meetings.
4. Attendance at outside conferences and seminars as required.
5. Maintenance of or working towards appropriate education for licensure or certification if applicable.
6. Recognition of need to adjust client’s treatment plan.
7. Timely scheduling of client’s appointments.
8. Schedule bi-weekly (or as needed) sessions with supervisor.

MINIMUM REQUIREMENTS

1. Must be in an accredited Master’s Level Counseling/Social Work Program.

SUPERVISORY CONTROLS

Reports directly to the Clinical Director. Consults daily with the treatment team, which could include the Director, Physician, Social Worker, Addiction
Counselors, Nurses and Case Manager regarding patient care. All documentation must be timely, accurate, and frequently reviewed by the Program Coordinator or Medical Records. Reports to outside agencies will be reviewed by
Coordinator.

COMPLEXITY

Job requires the ability to analyze information obtained during individuals, lectures and group sessions using theoretical constructs and clinical analysis.
Must be able to assist other staff in organizing treatment plans based on an anticipation of patient needs. Position requires the use of professional judgment in order to determine the most effective course of action for client care with minimal supervision. Should be very knowledgeable about organizational policies and procedures in order to accept the responsibilities and implemented assigned functions.

PERSONAL INTERACTIONS

Within the organization, works with clinical staff members including: Director,
Program Coordinators, Counselors, Social Worker, Physicians and Nurses and
Case Manager in planning and implementing patient treatment plans. Also must work with patients from a wide variety of cultural and ethnic backgrounds.
Outside of organization, communicates with personnel from other substance abuse and mental health programs; families of clients when appropriate; legal personnel including probation officers and attorneys; and individuals who provide funding sources for our programs.

PHYSICAL DEMANDS

Work is sedentary. Minimal travel to conferences, seminars, training sessions and meetings in the community as required.
