Mission:

Quantum is currently seeking a Senior Analyst to support its Force Development Equipping, Plans, and Operations Division (FDP) team in the Headquarters Department of the Army (HQDA) G-8 Force Development organization at the Pentagon.

Responsibilities:

• Extract Army Line Item Number (HQDA LIN) list from cQUIP and update selected fields on a monthly basis
• Execute and maintain QA/QC processes and procedures related to the AE2S-M Equipment Management database in accordance with Supply Bulletin 700-20; FMSWeb Basis of Issue Plan (BOIP) modernization data; and quarterly AE2S-M LIN Quantity Amount (LQA) data.
• Monitor and support cPROBE and cQUIP LIN lists to identify LINs that will be included/excluded/archive from quarterly LIN list development.
• Review, Analyze, and provide recommendations on HQDA G-8 posture as part of the LIN Validation Forum
• Conduct review when consolidated LIN listing is provided for Council of Colonels pre-review by HQDA G-3/5/7 FMD.
• Monitor and support HQDA G-8 FD position in LIN Validation Forum and participate in required meetings and briefings.
• Draft timely information papers, decision papers, weekly Director's notes, executive summaries, briefings for Senior Army leadership
• Coordinate documentation as required with other Army Staff elements, Army Command (AC), Army Service Component Command (ASCC), Direct Reporting Unit (DRU), other services and DoD staff, develop professional briefing packages, and prepare draft responses to taskers as needed.
• Maintain LIN mapping and the Product Unit Cost (PUC) in AE2S-M Database. This includes new LIN mapping.
• Extract data from procurement budget justification documents (P- Forms) and develop an updated Procurement Unit Cost (PUC) for each LIN (with a P-form) within 30 days after submission of the President's Budget to Congress to update PUCs in the AE2S-M Equipment Module.
• Extract Budget Line Item Number (BLIN) and Standard Study Number (SSN) data from budget justification documents (P-Forms) and use that information to update the AE2S-M PUC annually (within 30 days of the President's Budget submission to Congress) or as directed.
• Develop professional training briefings/materials as required.

Requirements:

• Current SECRET clearance required.
• Bachelors or Master's degree. Have a minimum of eight (8) years of direct or equivalent experience and/or expertise in Force Development. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands. Equivalent experience with other government or Defense agencies/services is also acceptable.
• Familiarity and/or experience with acquisition and programming (to include budget exhibits).
• Have superior skills in Microsoft Excel to enable manipulation of large amounts of data. Experience with Tableau and QLIK preferred.
• Must be able to work within a team environment, as well as independently.
• Must be able to communicate effectively with team members, government personnel, and senior Army leadership.
• Strong work ethic and ability to multi-task/manage multiple priorities.
