PWC Careers is Hiring a PROCUREMENT MANAGER Near Fayetteville, NC

SUMMARY OF RESPONSIBILITIES: This position is responsible for managing, organizing, planning and prioritizing the purchasing and procurement process for the Public Works Commission. Responsibilities include, but are not limited to overseeing, conducting, and managing the formal and informal bid process for all purchase, construction/repair and service contracts, purchasing transactions and contract negotiations ; ensures legal/policy compliance for procuring capital expenditures; reporting results/preparing recommendations for bid awards to Commission for purchase and construction/repair contracts; oversees the maintenance of procurement documentation and recordkeeping for auditing financial analyses,; reviewing/authorizing sale of goods agreements/construction agreements/service agreements/maintenance contracts; conducts financial and user analyses to determine most effective methods of purchase, ie., informal/formal bids; analyzing bids; reporting results/recommending bid awards for purchase; works with various business units to develop solicitation templates for procurement items; coordinating with Budget for department end-user funds availability/spending authority; evaluates bidders for proper credentials for determining the bidders responsibleness; advising divisions/departments about purchase and construction/repair solicitations / and the bid responsiveness; review and approve PWC purchase orders, blanket purchase orders, and blanket purchase agreements; ensure accuracy in purchase order NAICS utilization, working knowledge of PWC financial systems as they relate to the procurement process. Develops acquisition strategies to increase competition and leverage organization’s buying power in the marketplace. Operating under general supervision of the Director of Supply Chain, work is performed in accordance with North Carolina General Statutes and the State regulations governing purchasing, local government, PWC policies and procedures. Performs related work as assigned.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures, as appropriate; thorough knowledge of North Carolina General Statues/local ordinances and regulations governing the purchasing of materials/supplies/equipment; thorough knowledge of modern purchasing methods/procedures; thorough knowledge of grades/qualities of items purchased and/or sources of supply and price trends; good knowledge of accounting in relation to procurement and purchasing; good knowledge of supervisory concepts and practices; skill in developing bid specifications/evaluating bids; skill in using a personal computer and applicable software; ability to interpret/explain intricate laws and procedures relating to the procurement and purchasing process; ability to supervise/organize/evaluate the work of subordinate employees; ability to process/complete necessary records/reports; ability to develop and maintain effective working relationships with public vendors, government officials, and all levels of employees.

MINIMUM QUALIFICATIONS: (either)

(A) Graduation from a four (4) year accredited university/college with a Bachelor’s Degree in Business Administration, Public Administration or related field, a minimum of five (5) years of progressively responsible procurement operations experience and a minimum of three (3) years of supervisory experience; OR 

(B) Graduation from an accredited two (2) year university/college or technical institute with a degree/certification in Business Administration, Public Administration or related field, a minimum of seven (7) years of progressively responsible experience as defined in (A) above and a minimum of five (5) years of supervisory experience.

SPECIAL REQUIREMENTS: Must possess and maintain a valid North Carolina Driver’s License. Certified Local Government Purchasing Officer (CLGPO)or ability to obtain within twelve months of hire, Certified Public Purchasing Officer (CPPO) is preferred.
