SUMMARY OF RESPONSIBILITIES: This class is responsible for performing a variety of work assisting in the support of various sections within the E/S Construction Department of the Public Works Commission. Responsibilities include, but are not limited to providing considerable assistance with: filling water containers for the crew; loading/unloading equipment/material/tools from/onto truck; providing necessary equipment/ supplies; cleaning/maintaining vehicles, and tools for the crew; operating equipment on the ground for hole digging/setting poles/placing anchors; grounding facilities/stringing wires; grinding trees/removing debris. Operates under general supervision of the designated supervisor, in accordance with established policies and procedures. Extended hours, frequent on call, emergency standby, and call-back availability are required. Performs related work as required. EQUIPMENT OPERATED: Manual/power tools, vehicle, communication/other equipment as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Considerable ability to learn safety rules, regulations, and procedures; working knowledge of the use/maintenance equipment/tools/supplies used in the construction/maintenance/ repair of underground/overhead power electric distribution lines/related equipment. Ability to learn: electrical principles/ functions; to follow written/oral instructions; to respond to emergency situation quickly/efficiently; to accurately receive/transmit radio communications; to communicate effectively both orally and in writing; to develop and maintain effective working relationships with contractors/employees, the public and all levels of employees.

MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma required. A minimum of one (1) year of experience in construction work desired.

SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Class A (CDL) Driver’s License, within six months of employment into the position. Must have a valid NC Driver’s license for a period of three years.

PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

SAFETY HAZARDS: Inclement weather, fluctuating temperatures, and exposure to chemicals, dust, fumes, gases, loud noises, electrical current, energized lines, heights, and other hazards associated with electric power line work/electric line clearance, and tree trimming/removal.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
