Department Purpose
The TRIO Upward Bound and TRIO Upward Bound Math and Science Programs generate in eligible high school participants the skills and motivation necessary to complete a program of secondary education and to enter and succeed in a program of postsecondary education.

Position Summary
The Director of TRIO Upward Bound College Preparatory Programs serves as the visionary leader of three college access grants within the TRIO Upward Bound (UB) and TRIO Upward Bound Math and Science (UBMS) college prep programs, unifying program levels and departments and ensuring the fulfillment of the vision and mission throughout every aspect of all three TRIO UB and UBMS programs. The Director provides strong, decisive, energetic leadership and is charged with the overall strategic planning for fiscal, program and stakeholder development in each grant.
This position has been identified as a Campus Security Authority (CSA) in accordance with Department of Education guidelines. As a CSA, the incumbent is required to report crimes that they become aware of to the Department of Public Safety and must attend related annual training.
In accordance with Colorado Revised Statutes 24-50-135, this position has been exempted from the State Personnel System.

Job Duties

Essential Functions
  • Guides and integrates co-curricular and instructional programs on 9-16 level to ensure that student achievement is maximized.
  • Develops effective models of innovative educational, leadership, character development, financial literacy, social and cultural activities, programs and services.
  • Ensures implementation of standards and benchmarks, curriculum and assessments are aligned to the expectations of all internal and external grant stakeholders and partners and reviews all applications to verify individual eligibility requirements.
  • Oversees the financial and business aspects of all TRIO Upward Bound college access grants.
  • Adheres to and maintains adequate policies and controls for management including allocating funds, monitoring expenditure, developing budgets to reflect availability of funds and organizational priorities.
  • Ensures the proper maintenance of all financial and program records as required by law/and/or state and federal contracts.
  • Formulates and executes fiscal policies and the development and implementation of procedural improvements.
  • Utilizes PCC’s Grant Management Policies and Procedures, USDE Federal Register, OMB Circulars and EDGAR to expend federal funding within all guidelines and policies in order to meet or exceed grant objectives as outlined in funded grant.
  • Oversees the evaluation of each program with effective use of data to monitor and evaluate student progress and lead instructional/program improvement.
  • Analyzes results of programs and services through specific, measurable, accountable, reasonable and time managed strategies (SMART) using qualitative, quantitative, formative and summative methods including timely and accurate submission of each grants’ Annual Performance Report to the United States Department of Education (USDE) in compliance with grant requirements and guidelines.
  • Prepares statistical data information for reporting purposes at all levels and as required by the Grant Partner Steering Committee, Pueblo Community College, and any additional reporting required by the USDE.
  • Raises awareness of TRIO, UB and UBMS programs to support student recognition and opportunities outside the classroom and to foster connections with secondary schools, colleges and universities.
  • Articulates the broad purpose and encourages feedback and participation from all stakeholders and community partners in grant programs’ activities and events.
  • Coordinates and facilitates quarterly Grant Partners Steering Committee meetings.
  • Leverages parent/student/community volunteer engagement in a strategic way for the benefit of each grant participant.
  • Fosters a positive and cooperative team atmosphere through clear, high expectations for all staff, students and parents.
  • Directs the planning, interviewing, evaluating, selection and retention of staff and participants for each program.
  • Participates in hiring and evaluations for direct reports.
  • Provide innovative professional development for staff and consistent assessment of participants’ needs and design of individualized education plans to address participants’ academic and social needs.
  • Coordinates, manages and actively participates in community or professional organizations in support of TRIO UB/UBMS Programs’ objectives and partnerships.

  • Maintains confidentiality of student and employee information as required.
  • Completes all required compliance training within the established timeline.
  • Serves on committees and other groups as assigned.

Minimum Qualifications

Education:

  • Master’s degree from a regionally accredited institution in higher education, business, leadership, or a related field.

Licenses or Certificates:

  • Active membership in TRIO professional organization.

Experience:

  • Three or more years of grant management.

  • Three or more years of supervisory experience, preferably in higher education.

Special knowledge, skills, and abilities:

  • Knowledge of laws, regulation, policies, accreditation standards pertaining to grant management.
  • Proficient with Microsoft Office; working knowledge of Ellucian Banner.
  • Bilingual English-Spanish.
