  • Job Overview:

The ELRC Provider Services Manager is responsible for provider management relations and operational support functions, implementing monitoring systems to confirm that all contracted provider agencies are operating legally, understand contractual obligations, and are eligible to receive subsidies. The Provider Services Manager ensures that the ELRC supports child care providers (including licensed and relative providers) in a clear, consistent, and predictable manner and oversees staff and facility compliance of the ELRC Provider Services functions. This position supervises the Provider Services Coordinators in maintaining integrity of Child Care Works contracting, invoicing, recruitment, and support activities for new and existing child care provider partners, coordination with DHS Certification, referral to the STARS Management team and community resources, and triaging response to provider concerns and requests. The Provider Services Manager produces regular reports regarding provider agency contracts, provider rates, provider audits, provider payments, provider contract compliance, and other metrics as stipulated by the ELRC Director and/or OCDEL. The Provider Services Manager reports to the ELRC Director and supports meeting grantee requirements and OCDEL ELRC objectives, working collaboratively with ELRC management to confirm that all aspects of the work plan are met and to ensure that clients, providers, and the Region 18 community are served efficiently and effectively. This position primarily operates out of the Early Learning Resource Center office.

  • Responsibilities:
  • Implement policies and procedures to ensure providers meet the regulatory requirements and are paid rates according to the county’s maximum child care allowance (MCCA) rate scales, confirming that provider agencies’ rates are entered into a database correctly and in a timely manner.
  • Regularly monitor team compliance with OCDEL policies and procedures and report outcomes to ELRC Director and leadership team, addressing areas of improvement.
  • Supervise the Provider Services team (Provider Services Coordinators directly) to ensure compliance with subsidy regulations, policies, procedures, required data entry, and timeframes.
  • Establish and implement protocol with the Finance Manager to confirm accurate and timely payments to providers by the prescribed monthly payment date.
  • Oversee provider contracting processes, including existing and new licensed and unlicensed providers, and ensure provider file compliance with complete records.
  • Attend ELRC leadership meetings, OCDEL meetings, and community stakeholder events as necessary and represent the ELRC Provider Services team.
  • Provides training on protocol for the Provider Services team to deliver provider case management with approaches that reduce administrative burden and achieve seamless referral to external community supports, as well as ELRC coaching, technical assistance, and capacity-building activities.
  • Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.

  • Extensive knowledge of business practices, both from the provider operations context and fiscal contracting, invoicing, and payment.
  • Experience:
  • 7- 10 years’ experience in provider service or related programs of which 4-5 should be in a supervisory capacity of large service programs
  • Experience in welfare, early childhood or subsidized services systems preferred.
  • Education Requirement:
  • Bachelor’s Degree in Business Administration, Early Childhood Education, Social Work, Public Administration, or related field.
