Barbaricum is seeking a Global Force Management (GFM) Support Specialist to support SOCSOUTH's mission. The SOCSOUTH mission is to plan, prepare for, and, when directed, conduct special operations in support of USSOUTHCOM strategies, plans, and operations. The GFM Support Specialist will serve as SOCSOUTH's primary GFM Subject Matter Expert, responsible for executing the USSOUTHCOM and USSOCOM GFM processes.
Responsibilities
    • Perform deployment management duties, acting as SOCSOUTH's primary GFM SME, providing expertise and guidance on SOF deployment plans and policy interpretations.
    • Prioritize GFM workload to ensure timely allocation of forces/capabilities necessary for executing SOCSOUTH missions and future force requirements.
    • Develop force requests, coordinate with force providers, and maintain situational awareness to inform senior leaders.
    • Support validation and sourcing of USSOF allocation actions, and review/coordinate GFM contingency planning within DoD.
    • Coordinate with USSOUTHCOM, USSOCOM, and subordinate elements to develop force rotational and emergent requirement actions.
    • Maintain GFM guidance and sourcing data, facilitating operational and tactical requirements in support of U.S. Interagency, Law Enforcement, and partner nation forces.
    • Record historical SOF deployment data and maintain technical proficiency to ensure critical support despite workload fluctuations.
    • Serve as a SME on Terms of Reference (TOR), including TOR Concurrence processes, Human Rights Vetting, bi-lateral MOAs, and coordination with Force Providers and regional Country Teams.
    • Coordinate and submit SOCSOUTH Monthly Notifications and Requests to the Joint Chiefs of Staff for DEPORD acknowledgement.
    • Participate in Global Special Operations Synchronization (GSOS) process events, serving as the primary liaison with USSOUTHCOM, USSOCOM, component, and Force Providers on GFM, CTN, and GSOS matters.
    • Support SOCSOUTH/USSOUTHCOM annual SOF Deployment Conference and related events, building and maintaining a network of contacts.
    • Possess knowledge of current and validated CONOPs, CONPLANS, OPLANs, EXORDs, and statutory authorities relevant to the AOR.
    • Coordinate planning, organization, and training of SOCSOUTH Operations personnel on the deployment process.
    • Provide mission update briefs to SOF Liaison Elements, SOF Liaison Officers, and forward deployed Advanced Operating Base command teams.
    • Be familiar with U.S. Foreign Clearance Guides and the process of writing and processing Diplomatic agreements with Partner Nation Governments.
    • Liaise with the blue network for writing, editing, and tracking long-term SOFA submissions, maintaining and updating USSOUTHCOM SOFAs, DCAs, and DIPNOTE waivers.
    • Identify and assess operational risks, developing mitigation recommendations to address current force supply and future requirements.
    • Coordinate with force providers and higher HQs to ensure timely submission of requests for forces/support for emerging and persistent requirements.
    • Advise SOCSOUTH staff on Special Operations plans and capabilities as directed by the J3.
    • Review SOF BPC missions within the USSOUTHCOM AOR, providing recommendations on force allocation to meet operational and strategic objectives.
    • Maintain access to requisite systems of records, including Command and Control Information Environment (C2IE), Joint Capabilities Requirements Manager (JCRM), Logbook, Automated Message Handling System, SOCOM Information Enterprise (SIE) systems, and SOUTHCOM's Theater Engagement Dashboard (TED).
Qualifications
    • Active DoD Secret clearance and the ability to obtain a TS/SCI.
    • Minimum of 10 years prior military experience.
    • 3 years GFM experience (or equivalent unit deployment manager experience) with a firm understanding of assignment, allocation, and apportionment processes, and familiarity with tools, guidance, and procedures supporting the National Defense Strategy.
