Compensation

Salary Range: $95,385 - $141,539 (Grade C/677 hay pts) 

Responsibilities 

This position is responsible for managing key functions related to business and administration, of high-level supported activities for the DOB Training School (NYCT/MTA Bus), independently, and in close coordination with MTAHQ, the Business Service Center (BSC), and New York City Transit central administrative/support units. Manage the adherence to all budget hours, ensure accurate tracking and reporting of unscheduled overtime hours. Manage procurement card adherence to policy and procedure management of contracts ranging from MTA bus copiers to offsite file storage, and temporary personnel service contracts. Liaison and coordinator for: activities related to managerial performance reviews (MPR), Kronos timekeeping and Space Management. Manage the Superintendent and Supervisory vacation schedule (pick). Manage the Inter/Intra departmental picks for supervisory personnel. Liaise with all union leadership. BSC administration inclusive of initiating/receiving purchase order invoices. Managing accurate reporting of non-revenue vehicle mileage. Approve Personally Assigned Vehicle entries for Executive staff. Other responsibilities include: The ordering of non-operating equipment, processing travel packages, ensure and facilitate seamless administrative processes. Manage ad hoc special projects that encompass data collection and input from all units within the department. Provide support to accomplish completion of annual state mandated training initiatives. Represent all departmental interests related to COVID and the exposure Investigator.

Additional Duties and Responsibilities include but are not limited to the following: 

  • Develop budget and track pay hours usage. Manage procurement card for the training school and ensure established policy and guidelines by approving new cardholders and training card holders on appropriate card reconciliation, monthly billing, and ensure justifications are submitted and approved timely. Request approvals for appropriate personnel to ensure spending limits are adequate and adjusted during emergency events that impact the training school. Represent the interest of MTA Bus Company on vendor procurement selection committees for all agency contracts involving offsite storage and hiring of temporary serving an advocacy role to assist bus. Work with departments requiring temporary personnel needs by matching category titles with the needs of the requesting process payment work performed by temporary employees and provide feedback on their performance initiate purchase orders and create non purchase orders and create non purchase order payment requests for various goods and services in the BSC PeopleSoft. 
  • Coordinate activities related to managerial performance reviews by disseminating information provided by working with the HR Business Partner unit on the initiation and completion of annual reviews engage the various units under Chief Training Officer on the weekly timely submission of milestones throughout MPR process. Train new and existing managers on the management system used to record and process MPR, currently process act as to the controller's office. Manage KRONOS timekeeping matters to resolve any issues relating to the accuracy of employee's time or access the responsible of employee's time or access the system. Reassigning KRONOS locations and managers utilizing the match employee to supervisor(METS). Establishing and managing vacation picks for managerial and supervisory staff.• Represent the Training School as the COVID exposure investigator. Responsibilities include critical timely courses of action necessary to keep employees and family informed. Responsible for the accurate tracking of non-revenue vehicle mileage and enter the data in SPEAR Maintenance Management program. Maintain and audit personally assigned vehicles (PAV) log for Training School executives to ensure accurate record keeping for all vehicle trips. Employee Pass office liaison duties include: approving new and replacement cards.• Provide administrative support covering areas involving the ordering of non - operating equipment processing travel and act as a transfer training liaison to facilitate the smooth functioning of all related administrative functions. Manage ad hoc special projects that encompass data collection and input from all units within the department.• HR paperwork for retirements, terminations, transfers, and suspensions. Oversee all Random/EAP processes. Perform locations self-audits, and provide audit data for external audits.

Education and Experience 

  1. High School Diploma / equivalency (GED) and eight (8) years of related experience, at least four (4) years of which have been at a managerial/supervisory capacity;Preferred: Bachelor's Degree Business/Management or equivalent combination of education and experience may be considered in lieu of a degree

Desired Skills

• In-depth knowledge of bulk storage system and other regulatory requirements.• Excellent verbal and written communication skills.• Knowledge of NYCT Rules and Regulations and depot operations

• Knowledge of bus operations, and operations impact analyses.• Excellent project management, writing, and communication skills.• The ability to analyze the efficiencies of all bus project implementation
