Summary
The Assistant Director Project Controls will lead MTA Construction and Development's Safety Oversight analytics and reporting efforts. Responsible for managing and ensuring effective and efficient dashboards, databases, and process improvement operations. Additionally, this role has some level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by departmental management and/or Senior Management. The incumbent has decision-making authority over their functional area of responsibility within well-defined, somewhat diversified procedures and precedents. The Assistant Director provides high-level analysis, makes recommendations for policy and procedural changes with final approval from departmental management and/or Senior Management, and supports implementing such changes. May provide input into overall strategy and approach in consultation with departmental management and/or CD Delivery Senior Management.
Responsibilities
Assist the Director/Business Unit & project leadership in providing pro-active risk management support to the Program Director, Technical Services,and Executive Management concerningoptimizing project leading and lagging trends.
Independent oversight of project delivery performance relative to Project and Contract Baselines and application of effective project control practices by Safety Oversightand project teams.
Provide proactive risk management trends and analysis input during the Select-Phase stage to optimize overall project statsand risk assessments or audits.
Lead front-end-loading activities to identify opportunities to mitigate risk and realize opportunities associated with defining projects and their emerging execution strategies to reduce delivery risk and maximize project safety.
Oversee project delivery performance against Project Baselines and ensure appropriate project control practice is applied.
Works cross-functionally to solve problems and implement changes. Analyses decisions and actions from project outcomes, performance, and value-for-money.
Works proactively with Agency and Development to resolve complex issues.
Preferred Qualifications:
Ability to oversee a team of analysts and database administrators.
Provide analytical management and support to the Safety Oversight management team.
Lead preparation and delivery of adhoc and routine reports for internal and external stakeholders.
Manage and update the Power BI dashboard's datasets, databases, and tables.
Maintain SQL server and MS Access database.
Provide process improvements and reengineering utilizing Microsoft Dynamics applications.
Education and Experience
Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
Must have a minimum of eight (8) years of related experience.
Must have a minimum of four (4) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered. Experience in project management or project controls with highly complex systems is preferred.
Proven ability to collaborate with a broad range of stakeholders and drive outcomes.
Excellent communication and interpersonal skills.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
