Chief Transportation Officer (Buses)

Compensation
Salary Range: $143,734 - $206,618 (Executive – 1372 hay points)
Responsibilities
This position is accountable for developing and monitoring the adherence to all transportation related policies for Buses. This position plans, coordinates and directs Buses transportation support functions, including monitoring and enforcing transportation methods and procedures, bus service planning, customer service and government and community relations. Lead Transformational Projects which have a direct impact on service delivery (Electronic transportation picks, Computer Aided Dispatching optimization, Bus Prioritization program, implementing new bus radio system, etc.). Manage all high level facets of the Bus Command Center. Will be directly involved in bus service planning functions (e.g. initiatives such as Select Bus Service, bus network redesign, congestion pricing, etc). Develop and implement strategies to improve communications with our customers. Contribute to the planning of operating paths for bus routes, which optimize safety, efficiency, and reliability.
Additional duties and responsibilities
• Effectively plan all resources for the entire scope of the New Bus Command Center and Radio System Capital projects. Develop and plan to ensure project design and construction adequately reflects the vision of incident and service management. This includes reorganizing Service Management structure to continue to modernize the Bus System, negotiating agreements with union leadership, the rollout of the new bus radio to the entire department of buses operations and the development of new business practices. Develop systems to support the entire project. Leverage technology & empower staff with training directly impacting our customer facing metrics and improving the customer experience.
• Responsible/accountable for developing/managing the implementation and enforcement of all transportation operating policies/procedures affecting the safe, efficient, and reliable operation of buses. Direct the interpretation and application of all Transportation labor agreements and personnel policies, including the development and negotiation of Buses-wide transportation objectives for contract negotiations.
• Accountable for directing the Customer Advocate’s development of new initiatives and review/modification or existing/planned Initiatives to improve the bus customer’s experience including service quality/reliability and availability of useful/timely information. Coordinate with Customer Service and Strategy division for developing and implementing strategies to improve communications with our customers. Responsible for the coordination & communication between the Bus Command Center, Road Operations & the DCU. Meets with elected
officials/community leaders. Direct the departments program for reporting bus-service information to the media. Prepares and distributes all service-diversion information.
• Will be directly involved in bus service planning functions (e.g. initiatives such as Select Bus Service, congestion pricing, bus network redesign, etc). Contribute to the planning of operating paths for bus routes, which optimize safety, efficiency, and reliability. Work with DOT, NYPD and other City and State agencies to ensure traffic enforcement, right of way, safety of passengers and passable roads. Coordinate and manage traffic engineering studies.
• Direct the research and implementation of technological advancements to Buses including Computer Aided Dispatching optimization (CAD), Bus Trek CAD enhancements, automation of a Bus Operator electronic.
Education and Experience
Desired Skills
• Directly related transit operations experience.
• Knowledge of NYCT operating rules and regulations and policies and procedures.
• Experience performing short and long-term planning functions in a large public organization.
• Excellent communication skills.
• Experience dealing with technology vendors on large procurements.
