Job Description

Prescient Edge is seeking a Senior All Source Analystto support a federal government client.

Responsibilities:

  • Serve as IMCC primary facilitator for coordinating, capturing, confirming, and tracking daily and weekly reporting (e.g., Executive Summary (EXSUM), emails, briefing, etc.), and providing assistance in resolving all IMCC requirements.
  • Oversee Knowledge Management and Common Operating Picture Intelligence support.
  • Coordinate and integrate directives, issues, and requirements for knowledge management.
  • Serve as the Knowledge Management operations manager to establish a methodology for sharing knowledge across the IMCC.
  • Maintain current disposition of requirements and RFIs on IMCC Knowledge Enterprise and inform IMCC leadership of current requirements, RFIs, constraints, issues and impacts daily.
  • Maintain and update current Battle Rhythm of IMCC elements on IMCC Knowledge Enterprise, and provide daily updates to IMCC leadership of conflicts, constraints, issues, and impacts.
  • Oversee and perform editing of IMCC production, deliverables (BUB, COP, Dashboard(s), SIRs, etc.), and ensure all deliverables are archived IAW IMCC SOP and knowledge enterprise protocols.
  • Brief customers on status of IMCC RFIs, current operations, products, BUBs, and COP, as required.
  • Disseminate requirements to appropriate staff directorates, divisions, and IMCC, then track requirement progress to completion.
  • Develop and maintain an IMCC Knowledge Enterprise SOP with corresponding checklists, annexes, and appendices IAW IMCC requirements identified by the COR other Government personnel designated in writing by the COR to the contractor and Working Group.
  • Conduct analysis of operational requirements stemming from messages, plans, and orders issued by the Joint Chiefs of Staff (JCS), HQDA, or Commanding General, INSCOM. Provide draft recommendations or response to the COR, or other Government personnel designated in writing by the COR to the contractor.
  • Maintain documentation of inspected status of materials, such as, briefings, COP, RFS, RFI, and emails. Ensure that all deliverables meet the requirements for completeness, accuracy, and classification IAW applicable policies, regulations, and SOPs.
  • Provide documentation of inspection findings to COR within one day of request.
  • Develop and brief the weekly progress at QC/QA meetings with COR.
  • Maintain 24/7 mission command capability for the INSCOM Leadership.
  • Serve as the single focal point for the interface between HQ INSCOM, its MSCs supported units and organizations, DoD, AOC, and Intelligence Community.
  • Respond to general inquiries from SIL, INSCOM G-3 Directorate leadership, IMCC leadership (e.g., G-3, Deputy and SGM of Operations, G-3/3 Current Operations Chief, Deputy, and NCOIC, Regional Desk Officers, and IMCC Chief and Deputy), the COR, or higher Government authority.
  • Effectively apply critical thinking methodologies and processes in resolving complex problems, conducting analysis, development, production and delivery of products; to include, responding appropriately to Requests for Information (RFIs), drafting EXSUMS, information papers, briefings and presenting oral presentations.
  • Prepare and conduct Shift Change Briefs/Updates.
  • Monitor news media outlets for situational awareness, specifically for worldwide news reports that may impact INSCOM and Army equities.
  • Maintain continuous surveillance of the world situation for items of interest to the INSCOM or ARSTAFF and report using the appropriate means (e.g. EXSUM, log entry, email, etc.) IAW established SOPs and Battle Drills.
  • Provide summary/EXSUM of Shift Change key points to the Senior IMCC Operations and Intelligence Support / Senior Intelligence and Operations Analyst/Site Lead and the COR.
  • Create, review and forward unclassified or classified updates to the appropriate distribution list, IAW IMCC/IMCC SOP or Battle Drill.
  • Monitor NIPRNET, SIPRNET, and JWICS networks for worldwide and national events.
  • Monitor, track, and disseminate Theater Significant Activities (SIGACTS), SIPR, NIPR, and the Automated Message Handling System (AMHS) for Serious Incident Reports (SIR), OPREP-3s, and other messages that meet HQDA Senior Leader Critical Command Information Requirement (CCIR) criteria or may impact INSCOM elements.
  • Prepare routine correspondence and release upon approval by COR or other Government personnel designated in writing by the COR to the contractor.
  • Provide general support to Regional Support Cell intelligence operations and
  • Synchronization efforts focused on gaining, sustaining and continuously updating situational awareness of operations, activities and emerging threats in the various combatant command (CCMD) areas of responsibility (AORs) that have immediate or potential impact on INSCOM’s global intelligence operations, personnel and capabilities, and enhance SIL situational understanding.
  • Conduct continuous research of on-line, digital, or other data repositories of intelligence products and information required to maintain and update the INSCOM Common Operation Picture (COP), and otherwise facilitate continuous situational awareness designed to support enhanced situational understanding for INSCOM senior leaders.
  • Develop products to include presentations, briefings, information papers, and executive summaries utilizing tools to include Google Earth, Arc GIS, Microsoft Office Suite, and the embedded suite of intelligence analysis tools within DCGS-A.
  • Prepare and conduct daily executive level Battle Update Briefs.
  • Conduct analysis of operational requirements stemming from messages, plans, and orders issued by the Joint Chiefs of Staff (JCS), HQDA, or Commanding General, INSCOM. Provide draft recommendations or response to the COR, or other Government personnel designated in writing by the COR to the contractor.
  • Synchronize IMCC operations and intelligence reporting in support of current, emergency, and crisis events.
  • Obtain and maintain communication accounts; such as, NIPR, SIPR, and JWICS portal accounts to enable secure and non-secure communications with INSCOM senior leaders, AOC, ASCCs, Major Subordinate Commands, and INSCOM LNOs.
  • Produce and provide daily/weekly/monthly briefings, summaries, and other Intelligence Operational and statistical reports as required.
  • Conducts analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature.
  • Provides all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
  • Conduct data mining, analysis, evaluation, interpretation, and dissemination of information on political, economic, social, cultural, physical, geographic, or scientific conditions, and trends and forces in areas that directly and indirectly affect INSCOM organizations or their operational environment.
  • Maintain an in-depth understanding of foreign and domestic terrorist threats and provide updates during recurring battle rhythm events.
  • Provide support to IMCC emergency management efforts and COOP strategies IAW IMCC SOP or Battle Drill.
  • Collect and validate intelligence, assessing the credibility of information and reliability of sources IAW IMCC SOP and Battle Drills.
  • Assist in planning and establishing short and long-range collection requirements, and assess unforeseen developments, new phenomena, and difficulties encountered and recommend changes in direction and approach impacting those requirements.
  • Acquire and analyze information to determine the value and implications of intelligence gathered from data mining.
  • Research and assess intelligence products to gauge the impact of the information and distribute findings to COR or other Government personnel designated in writing by the COR to the contractors.
  • Develop products to include presentations, briefings, information papers, executive summaries, and others as directed by COR or other Government personnel designated in writing by the COR to the contractor utilizing tools to include Google Earth, Arc GIS, Microsoft Office Suite, and the embedded suite of intelligence analysis tools within DCGS-A.
  • Support gaining and maintaining situational awareness and understanding of the operational environment by leveraging all-source intelligence reporting, open source tool sets, and finished intelligence products.
  • Provide support to Government Regional Desk Officers and the IMCC in the development and preparation of input and products for inclusion in the INSCOM COP maintained by the IMCC and for inclusion in other electronic data repositories.
  • Assist in the development and the maintenance of an updated SOP, Checklist and Battle Rhythm on IMCC Knowledge Enterprise a/o Battle Binder in the Government desired format and structure. SOP, Checklist and Binder will be reviewed quarterly at the discretion of the COR other Government personnel designated in writing by the COR to the contractor.
  • Please note additional duties may be required as deemed necessary by the customer.
Job Requirements

Required Experience:

  • 20 years Army or Joint All Source Intelligence experience.
  • Demonstrated experience as a staff member at Division or higher level.
  • Experience as a primary staff officer, primary staff directorate NCOIC or primary staff directorate warrant officer is preferred.
  • Demonstrated experience producing reports incorporating text and graphics to convey complex concepts to senior policy makers.
  • Demonstrated experience managing research and coordination for projects.
  • Demonstrated knowledge of Army Operations Order structure and processes.

Required Special Qualifications:

  • MEL 4, WOSSE or SLC/SMA.
  • Desired: Analytical Control Element (ACE) OIC or NCOIC.

Required Education:

  • Master’s degree in any discipline.
