PORT OF SAN DIEGO is Hiring a Risk Management Analyst Near San Diego, CA

The Port of San Diego is seeking a motivated and enthusiastic individual to join a fun and hard-working Safety and Risk Management team. The Risk Management Analyst will operate in a variety of risk management and safety arenas including property damage, general liability, diverse claims and workers’ compensation as well as worker safety and risk mitigation.

We are seeking someone with exceptional organizational skills and strong verbal and written communication abilities. GENERAL PURPOSE
Under general supervision, investigates, researches and coordinates timely resolution of claims for damage to Port property; oversees the risk transfer process by ensuring tenants/permittees provide evidence of insurance commensurate with Port requirements; provides accurate and timely insurance renewal data; assists in administering the District's workers' compensation program and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Risk Management Analyst is responsible for performing a variety of complex technical and administrative duties in administering and coordinating the District's insurance and risk management program, including the workers' compensation program. The incumbent serves as liaison with Port attorneys and staff, insurance brokers and others to monitor, gather relevant data and resolve or settle claims filed by or against the Port. Risk Management Analyst is expected to work independently and exercise sound professional judgment and discretion in dealing with all interested parties in the resolution of cases. The incumbent also leads in recovery of funds to pay for District property damaged by negligent parties; participates in all aspects of the risk transfer process.The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.
1. Investigates, analyzes, negotiates resolution and coordinates a wide diversity of claims including sensitive or complex claims; reviews Harbor Police reports for potential liability situations, notifies responsible parties, determines processes, tools and information necessary to investigate claims; investigates and researches damage to Port property and negotiates settlements with responsible parties; prepares documentation and may be called upon in representation of the Port in small claims court when necessary.
2. Works with Port attorneys, senior risk management staff and the District's insurance brokers to discuss claims against the Port; maintains claims database to track claims activity and ensures claims are tendered to insurer once costs have exceeded deductibles for applicable policies; researches new liability exposures to the Port. Takes the lead in recovering monies due from insurers. Prepares and participates in quarterly claims reviews with Port attorneys and insurance brokers.
3. Assists in administering the District's workers' compensation program, including claims administration and coordinating employee accommodations; acts as liaison between the District's carrier and employees; conducts on-site visits, follow-ups, court appearances and employee education; advises employees and management on policies and regulations to ensure consistent practice and legal compliance; conducts supervisor and employee training sessions; conducts injury trend analyses for use in employee injury prevention training and education; maintains OSHA logs; requests medical treatment and authorizes medical testing for employees as needed. Coordinates the District's Return to Work Program. Works with safety specialists to coordinate accident investigations and work restrictions for injured employees. Processes payments of workers' compensation program expenses.
4. Oversees the risk transfer process by ensuring District tenants/permitees provide evidence of insurance commensurate with Port requirements; contacts tenants/permitees or their insurance agents to provide notification of areas of non-compliance and assist in bringing them into compliance as necessary. Maintains database of certificates of insurance for permanent record keeping.
5. Participates in insurance renewal meetings with senior risk management staff and the District's insurance brokers; obtains and prepares data for renewal of all lines of insurance coverage; reviews accuracy of terms and conditions of new insurance policies and endorsements to current policies; notifies insurers of additions, deletions or changes to the District's liability exposure. Reviews and processes premium payments for insurance policies and endorsements. 
6. Researches and responds to insurance-related inquiries and information requests from internal and external clients.
7. Consults on insurance and risk management questions from internal and external stakeholders.
OTHER DUTIES
1. Stays abreast of insurance industry practices, developments and trends through participation in insurance/risk management organizations.
2. Participates on special insurance projects as assigned.

Knowledge of:
1. Practices, procedures and standards applicable to management, administration, analysis, resolution, settlement and litigation of claims.
2. Principles and practices of insurance underwriting, safety, security and other loss prevention methods.
3. Insurance statutes, regulations and practices, general lines of insurance, insurance underwriting practices, insurance contract language.
4. Property, casualty and liability insurance industry trends and practices.
5. Federal and state law governing municipal government liability, including Tort Claims Act governing public bodies and Unfair Claims Practices Act.
6. Federal, state and local laws and regulations governing the administration of workers' compensation program and maintenance of employee records.
7. Port requirements and procedures for the acceptance, settlement and payment of general liability claims.
8. Office practices and procedures commonly used in managing and administering claims and claim files.
9. Methods of identifying exposure to loss and investigating and correcting industrial and environmental hazards.
10. Principles and practices of public administration, including budgeting, contracting and maintenance of public records.
11. Methods and techniques for conducting statistical and financial analyses.
12. Principles and practices of sound business communication.
Ability to:
1. Operate a computer using word processing and other business software.
2. Represent the Port authoritatively and negotiate settlements of claims on its behalf.
3. Analyze liability claims involving difficult issues and problems, identify third party liability, evaluate alternatives and make appropriate recommendations, including opportunities to mitigate liability and damages.
4. Analyze, classify and rate risks, exposure and loss expectancies.
5. Interpret insurance contract language and analyze insurance policy provisions.
6. Conduct research of loss prevention and control issues, evaluate alternatives and reach sound conclusions and recommendations for improvement.
7. Exercise sound independent judgment within established guidelines.
8. Understand, interpret and explain and apply complex rules, regulation, policies and procedures.
9. Prepare clear, concise and accurate reports and correspondence.
10. Organize and maintain office and specialized claims files.
11. Communicate clearly and effectively, orally and in writing.
12. Handle sensitive situations with compassion, tact and confidentiality.
13. Establish and maintain effective working relationships with District staff and legal counsel, insurance brokers and others encountered in the course of the work.
MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from a four-year college or university with major course work in finance, business, public administration or a closely related field; and at least one year of progressively responsible experience in risk management and the administration of general liability or similar claims or graduation from high school or G.E.D. equivalent; and at least four years of progressively responsible experience in risk management and the administration of general liability or similar claims. Experience in a public agency is preferred. Time served as a District Intern counts towards the years of experience.
Licenses; Certificates; Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
Possession of the Associate in Risk Management (ARM) and/or Chartered Property and Casualty Underwriter (CPCU) designations are preferred.

HIRING SALARY RANGE $67,448 - $82,286
