The Port of San Diego is seeking a motivated and enthusiastic individual to join a fun and hard-working Safety and Risk Management team. The Risk Management Analyst will operate in a variety of risk management and safety arenas including property damage, general liability, diverse claims and workers’ compensation as well as worker safety and risk mitigation.

GENERAL PURPOSEKnowledge of:
1. Practices, procedures and standards applicable to management, administration, analysis, resolution, settlement and litigation of claims.
2. Principles and practices of insurance underwriting, safety, security and other loss prevention methods.
3. Insurance statutes, regulations and practices, general lines of insurance, insurance underwriting practices, insurance contract language.
4. Property, casualty and liability insurance industry trends and practices.
5. Federal and state law governing municipal government liability, including Tort Claims Act governing public bodies and Unfair Claims Practices Act.
6. Federal, state and local laws and regulations governing the administration of workers' compensation program and maintenance of employee records.
7. Port requirements and procedures for the acceptance, settlement and payment of general liability claims.
8. Office practices and procedures commonly used in managing and administering claims and claim files.
9. Methods of identifying exposure to loss and investigating and correcting industrial and environmental hazards.
10. Principles and practices of public administration, including budgeting, contracting and maintenance of public records.
11. Methods and techniques for conducting statistical and financial analyses.
12. Principles and practices of sound business communication.
Ability to:
1. Operate a computer using word processing and other business software.
2. Represent the Port authoritatively and negotiate settlements of claims on its behalf.
3. Analyze liability claims involving difficult issues and problems, identify third party liability, evaluate alternatives and make appropriate recommendations, including opportunities to mitigate liability and damages.
4. Analyze, classify and rate risks, exposure and loss expectancies.
5. Interpret insurance contract language and analyze insurance policy provisions.
6. Conduct research of loss prevention and control issues, evaluate alternatives and reach sound conclusions and recommendations for improvement.
7. Exercise sound independent judgment within established guidelines.
8. Understand, interpret and explain and apply complex rules, regulation, policies and procedures.
9. Prepare clear, concise and accurate reports and correspondence.
10. Organize and maintain office and specialized claims files.
11. Communicate clearly and effectively, orally and in writing.
12. Handle sensitive situations with compassion, tact and confidentiality.
13. Establish and maintain effective working relationships with District staff and legal counsel, insurance brokers and others encountered in the course of the work.
MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from a four-year college or university with major course work in finance, business, public administration or a closely related field; and at least one year of progressively responsible experience in risk management and the administration of general liability or similar claims or graduation from high school or G.E.D. equivalent; and at least four years of progressively responsible experience in risk management and the administration of general liability or similar claims. Experience in a public agency is preferred. Time served as a District Intern counts towards the years of experience.
Licenses; Certificates; Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
Possession of the Associate in Risk Management (ARM) and/or Chartered Property and Casualty Underwriter (CPCU) designations are preferred.
HIRING SALARY RANGE $67,448 - $82,286

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Passing score is 70% out of 100% on each assessment section.
