Title: Project Controls Specialist 
Job ID: 1007
Location: Onsite- Aiken, SC- per diem available to those who qualify

Start: Immediately

Duration: 1 year base 2 years (extension options)

Must be US Citizen

The Project Controls Specialist develops, monitors and reports cost and schedule progress, maintains and reports estimate-at-complete (forecasts) ensuring project/facilities are within parameters and Department of Energy (DOE) project controls/project management guidelines. Incorporates changes into control systems by keeping abreast of emergent cost, schedule and scope requirements against each project/facility to maintain accurate and timely cost and schedule baselines.

Requirements:

  • Bachelor’s degree in related technical field and 4 years or related experience

OR

  • Bachelor's degree in non-technical field and 5 years of related experience

OR

  • Associate degree and 7 years of related experience

OR

  • High school diploma/GED and 9 years of related experience

Preferred:

  • Working knowledge and understanding of project management and cost and schedule control at the tactical level is necessary, along with knowledge of operations, maintenance, or project startup and construction.
  • Knowledge of materials planning, time and cost estimating, as well as experience or aptitude in computers and computer project planning and controls software is required.
  • An understanding of the capabilities of computerized equipment for storing, compiling, manipulating, and retrieving schedule, materials or financial data is necessary.

Responsibilities:

  • Develops, implements, analyzes, and maintains comprehensive, integrated project schedules and cost baselines based on thorough analysis of project requirements by applying advanced project controls and business system techniques to support DOE Orders.
  • Coordinates and maintains cost/planning/schedule database operations, reviews and analyzes project control data and/or results, and assists in preparation of management reports along with corresponding recommendations.
  • Develops, implements, analyzes, and maintains critical path method logic diagrams that require critical path analyses for time and resource management of manpower, equipment and/or facilities.
  • Performs complex analyses and summarizes data to validate project control parameters assessing performance, reliability, maintainability, and cost/schedule control criteria.
  • Evaluates major changes in procedures or system(s) design and communicates recommended solutions to management. Assesses potential cost and schedule impacts.
  • Participates in planning meetings as appropriate and gathers data for database input
  • Investigates all deviations from established cost and schedule baselines, apprises and makes recommendations to management concerning corrective actions or workarounds required to meet established objectives.
  • Prepares and issues periodic status/critical items reports to management that highlight significant program issues and potential delays to project milestones and DOE financial objectives.
  • Develops, implements, analyzes, and maintains cost and schedule trend program, baseline change project and forecast process.
  • May lead review meetings or assume primary role in the responsibility for the scheduling portion of the division, department, or project plan-of-the-day (POD) meeting.
  • Provides and disseminates guidance, instruction and rules for proper and effective planning and scheduling functions within the area assigned
