About the role
PKL Services Inc. is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk III (GC III) role to provide administrative services in support of the Commander, Naval Air Forces (CNAF) at HSC-2, NAS Norfolk VA.
Personnel Administrative Support Services
Performance Objective: The contractor shall process leave, pay, personnel, and check in/out requirements in an accurate and timely manner in accordance with established guidelines and directives.
- The contractor shall greet visitors to the office and department, and answer questions regarding office procedures and policies.
- The contractor shall review Government provided information and perform data entry tasks for the efficient tracking of personnel gains, personnel losses, personnel separations and retirements, pay related documents, and service record entries.
- The contractor shall familiarize themselves with and adhere to all procedures and processes pertaining to the receipt and processing of prospective gains and losses as outlined in the Command Pass Coordinator Guide, MILPERSMAN 1000-021, Navy Pay and Personnel Support Center (NPPSC) Command Pay/Personnel Administrative Support System (PASS) Coordinator (CPC) Guide – NPPSCINST 1000.1 (series), and individual squadron Check in/Check out Procedural Checklist.
- The contractor shall be designated as a Command Pay and Personnel Administrator (CPPA) by the squadron Commanding Officer (CO).
- In order to perform Personnel and Security Administration services, the contractor shall have access to and be familiar with the following DOD/Navy personnel databases and software systems: Navy Standard Integrated Personnel System (NSIPS), Transaction Online Processing (TOPS), and Electronic Service Record (ESR).
- The contractor shall be designated a command Mail clerk in writing by the CO.
- The contractor shall pickup, drop off and distribute squadron mail to the work center level to include, but not limited to regular, certified, registered, and classified mail.
Other responsibilities include:
- Follow clearly detailed procedures in performing simple repetitive tasks in the same sequence.
- Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., mimeograph, photocopy, addressograph or mailing machine).
- This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.
- Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.
- Be familiar with the terminology of the office environment.
- Recognize problems and refer them to others.
- Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling information and handling and adjusting complaints.
- General Clerk III may also direct lower-level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower-level clerks) require workers to use a thorough knowledge of an office’s work and routine to:
- Choose from among widely varying methods and procedures to process complex transactions.
- Select or devise steps necessary to complete assignments.
About you
We’d love to hear from you if you have:
- High school diploma or equivalent.
- Must be authorized to work in the United States (U.S.).
- Minimum three (3) years’ experiences in supervisory or managerial position in a U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services duties.
- Self-motivated, with a proven ability to learn quickly and work effectively in an evolving and fast-paced work environment.
- Excellent telephone and oral communication skills.
- Strong attention to detail and excellent organization skills.
- Ability to multi-task and meet tight deadlines.
- Must be eligible to attain and retain a government security clearance.
And it would be a plus if you have:
- Previous familiarity with one or more of the following systems/processes/functions is desired: Command Pay/Personnel Support System (PASS); Command PASS Coordinator (CPC); Navy Standard Integrated Personnel System (NSIPS); Transaction Online Processing (TOPS); Electronic Service Records (ESR); Fleet Training Management Planning System (FLTMPS).

- $17.02 hr.
