The Assistant Director of Facilities - Construction is responsible for the overall construction processes for capital projects including new construction, renovation, and maintenance of the district's facilities along with administration and management of the Construction section. This position works in conjunction with Maintenance, Plant Operations, and both School and District Administration. This position will also work closely and in conjunction with the Department of Minority Women and Business.

Qualifications
1. Bachelor?s degree in construction management, architecture, engineering, project management or related fields required. Professional registration or licensure is preferred.

2. Eight (8) years of planning, design, construction and/or facilities management experience.

3. Four (4) years of administrative, and/or project management experience in managing multiple design and construction projects.

4. Working knowledge of maintenance, repair and construction activities.

5. Strong oral and written communication skills are required.

6. Familiarity with AutoCAD, BIM, and construction management software.

7. Familiarity with building code requirements.

Essential Job Functions
1. Guides school construction and major maintenance projects during Bidding, Construction, and Close-out.

2. Supervises Construction Supervisors and Building Inspectors.

3. Oversees coordination of construction work with school staff and operations personnel.

4. Interfaces with outside design consultants, construction contractors and maintenance staff.

5. Coordinates with department design staff and consultants.

6. Provides guidance to staff and contractors during construction to ensure successful completion of projects.

7. Reviews and evaluates building condition and recommends projects for inclusion in the District?s Capital Plan.

8. Assists in preparation of the multi-year capital plan budget document with input from various stakeholders.

9. Prepares project schedules, cost estimates, and establishes construction requirements for capital projects.

10. Oversees and manages the bidding process for construction and major maintenance projects.

11. Reviews contractor bid submissions and makes recommendations to the Board.

12. Develops and updates project management standards, metrics and tools to be used by staff to monitor the construction process.

13. Provides constructability reviews of construction contract documents.

14. Coordinates with the EBE office for compliance documentation.

15. Manages and implements facility asset management and project management software packages.

16. Manages staff and contractors to ensure compliance with required life safety inspections.

17. Communicates Operations and Maintenance requirements to responsible district staff.

18. Coordinates, obtains information and data to be placed into the monthly legislative Board tabs, and works with the Director of Facilities to provide responses to Board agenda reviews.

19. Makes inspections of individual work sites as required.

20. Prepares and disseminates regular and special reports on status of projects.

21. Represents the Facilities Department at meetings as required.

22. Represents the Facilities Department on cross-functional teams.

23. Any and all duties as assigned by either the Chief Operations Officer or the Director of Facilities.
Additional Job Information
This position is moderately sedentary in nature. Employee will be required to operate computer system for data entry and have the ability to complete necessary paperwork. This position requires moderate physical effort and may be typically subjected to Occupational Health and Safety risks.

Work Environment:
1. Indoors in busy office, working in close proximity to co-workers.

2. Frequently required to work at a fast pace, under consistent short deadlines.

4. Requires considerable concentration and creativity.

5. Subject to stress caused by a changing environment, diversity in the organization, tight deadlines and work-load.

6. Considerable amount of phone, e-mail and written correspondence activity.

7. Presence at off-site meetings and at active construction sites will be required.

8. Must maintain a valid Commonwealth of Pennsylvania drivers license and must maintain a dependable vehicle, including appropriate proof of automobile insurance.
