Agency Description
The mission of the Office of Homeless Services is to make homelessness rare, brief, and non-recurring. OHS works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, and are trauma informed. OHS works to maximize resources while monitoring emerging trends, tracking
progress, and shifting priorities as needed. OHS is the Collaborative Applicant for the Philadelphia Continuum of Care (CoC), and is located within the Health and Human Services Cabinet, which includes the Departments of Behavioral Health and Intellectual disability Services (DBHIDS), Human Services (DHS), Mayor’s Office of Community Empowerment and Opportunity, and Public Health (DPH). OHS is the lead agency for the US Department of Housing and Urban Development (HUD) mandated Homeless Management Information System (HMIS). Through the HMIS, data on homelessness is collected and reported such as participant counts, use of services and effectiveness of local homeless assistance. The HMIS also enables OHS to participate more fully with other City of Philadelphia Health.

Position Description
The HMIS also enables OHS to participate more fully with other City of Philadelphia Health and Human Services departments to identify areas where we can collectively improve coordinating efforts to better help our most vulnerable citizens. In addition, through the HMIS, OHS will be able to comply with data reporting requirements of other federal partners such as the Veterans’ Administration
and Runaway Homeless Youth. OHS is looking to backfill the Content & Configuration Specialist position with a contractor to work on the following projects.

Position Summary
The purpose of the HMIS Configuration Specialist will be to collaborate with the HMIS Lead and the CoC Performance Management and Training Units to complete HMIS configuration projects to improve data quality, system performance, and end user experience.
This Consultant shall serve Policy, Planning and Performance Management Division working closely with the Deputy of Policy, Planning, and Performance (P3) and P3 Management and team, who will set goals and assess progress for this position. The position will ideally begin in December 2023.

Essential Functions
The HMIS Configuration Specialist is expected to support OHS’s Configuration Team in the following
tasks:
• Manage system customization projects, including designing, building, and testing database
forms, workflows, and reports.
• Work with system end users and stakeholders to define data collection, workflow, and reporting
needs to integrate with business processes.
• Collaborate with HMIS Data Quality, Reporting, and Training Units to ensure system elements
are intuitive and functioning properly.
• Develop both front end data collection forms and back end relational tables and workflow
structures.
• Configure SQL queries and reports to improve efficiency of data analysis processes.
• Monitor and measure project deliverables in a timely and complete manner.
• Assist internal system technical support staff to diagnose system issues as needed.
• Create technical documentation of custom configurations to aid in development of user training
materials.
• Maintain knowledge of laws, ordinances, regulations, city or departmental procedures in the
performance of duties such as HUD McKinney-Vento Act, HUD Homeless Management
Information Systems (HMIS) Data & Technical Standards, HMIS Data Dictionary, HMIS CSV file
format specifications, HUD System Performance Measures, HUD Longitudinal Systems Analysis
Report. The position requires the ability to manage multiple tasks in a dynamic, deadline-driven environment
with exceptional organizational, time management and customer service skills.
This position is part of the Performance Management Unit in the Division of Policy, Planning and Performance (P3).

Reports to: Deputy of P3 Division

Competencies, Knowledge, Skills and Abilities
• Knowledge of and experience with HMIS is required; experience with ClientTrack software is
preferred.
• Knowledge of federal HMIS regulations and data standards.
• Proficient in data entry and database management software.
• Intermediate to advanced knowledge of SQL and relational database design, querying, and
management.
• Excellent project management skills.
• Must possess strong analytical skills and be detail-oriented.
• Ability to work with homeless housing and service programs for persons at-risk or experiencing
homelessness using trauma-informed practices and models that respect the dignity and
autonomy of vulnerable populations.
• At least five (5) years of experience in software development community, and/or other groups
of people under-served by mainstream systems.
• At least 2 – 3 years’ experience working under the Homeless Management Information Systems
(HMIS) regulations and requirements (24 CFR Parts 91, 576, 580, and 583) or a comparable data
system related to a client-centered, performance management system that addresses
community needs.
• Knowledge in Computer applications, including Microsoft Office (Word, Excel, and Outlook)

Qualifications (Education and Experience)
• Bachelor’s Degree required and five-years of work experience; Master’s Degree preferred in a
related field and four years work experience; or an equivalent combination of education and
experience deemed to be adequate.

Additional Information
The selected candidate will work remotely, up to 15 hours per week at $100/hr. This funded amount for the contractor will not exceed $33,000. This position will ideally begin in December 2023.
