Responsibilities

Manager – Treasury & Payroll Operations

The Manager, Treasury is responsible for managing day-today-activities of the Treasury Department’s business functions to meet the financial obligations, payroll obligations, debt management, accounts payable, and regulatory compliance for the organization. This Manager will also coordinate the long-term financial strategies and financial risk mitigation for the company. This position is directly responsible for managing banking and investment relationships, coordinating financial reviews of investments and ventures, managing liquidity, overseeing cash and credit transactions, and generating financial reports to track the inflow and outflow of funds.

Additionally, this position will also manage all aspects of PGW’s payroll operations ensuring that all active employees and retirees are accurately paid in compliance with federal and state laws and regulations, such as the Internal Revenue Service (IRS) and Fair Labor Standards Act (FLSA) rules and regulations. The incumbent oversees all payroll processes and procedures, produces short-term and long-term strategies for continuous improvement in payroll operations, and ensures accurate time control and payroll record-keeping. The incumbent assures proper tax treatment, accounting, and disposition of withholdings, such as taxes, deductions for benefits, charitable contributions, retirement contributions, other savings, etc. The incumbent is responsible for maintaining both a departmental perspective as well as an enterprise perspective and is recognized as the face and voice of the department.

Cash Management

  • Manages systems and procedures for corporate revenue bond, commercial paper, and lease financing management that includes issuing, maintenance and payments to secure new capital; drafting of commercial paper ordinances, estimates the amount of commercial paper required to ensure compliance with IRS arbitrage regulations.
  • Evaluate and recommend banking products, services, and platforms as appropriate.
  • Monitors and oversees existing bank account services and signatories including bank account administration for opening, migrating and closing accounts.
  • Manages the periodic cost review of bank and armored carrier fees. Oversees and negotiates treasury contracts with banks and armored carriers.
  • Prepares financial presentations and requests letters to obtain credit for fuel inventories and working capital, markets commercial paper as cash needs dictate.
  • Develops and maintains cooperative relations with banks and investment bankers to facilitate and negotiate the best prices for services establishing rapid access to decision-making bodies that can expeditiously ascertain interest in financing on due to weather impact on cash requirements, rapidly changing financial markets or fluctuating interest rates; obtains informal quotes of fees for non-routine services; analyzes monthly costs of financial services costs, compares interest rates and negotiates for the best rates.
  • Oversees the cash management function that transfers funds electronically for overnight investing of excess cash on hand to assure additional returns; determines optimal investment eligible balances; assures use of the best investment vehicles; recommends investment policies and cash management techniques to maximize return commensurate with acceptable risk; selects optimal investment amounts and terms based on cash disbursement requirements, forecasting, financial market trends and the most competitive financial institution.
  • Enforce compliance with accounting and financial reporting standards adhering to these guidelines and industry regulations strictly to identify, track and prevent fraud, and other financial misconduct.
  • Prepares testimony in conjunction with senior level executives for presentation to City Council members regarding financing ordinances, corporate revenue bonds prospectus, solicits and analyzes bids for leases and bonds; certain closing documents, attends closing to receive proceeds; directs investments of net proceeds as required and request monthly and quarterly withdraws of funds as necessary.
  • Payroll Management

  • Manages and/or directs payroll Team members to ensure payroll is administered, compliant with regulations, accurate, and timely Manages all payroll and payroll related functions of Company ensuring appropriate systems and procedures are utilized to correctly and timely pay employees and retirees.
  • Oversees necessary system maintenance to the payroll and time and labor systems.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, changes to pay rates, benefits, garnishments, deductions, taxes and third-party payments.
  • Manages compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Develop systems to process payroll account transactions (e.g. salaries, benefits, garnishments, deductions, taxes and third-party payments).
  • Approves yearly reports submitted to agencies and collaborates with Payroll staff and Timekeepers on the distribution of W2 and all other year-end reports.
  • Accounts Payable Management

  • Directs the functions of Company’s accounts payable systems and procedures for the timely and accurate payment to outside vendors.
  • Manages accounts payable record systems that support financial information for all associated check payments, wires and electronic funds transfers made by PGW, including manual payroll, accounts payable and gas overpayment checks; co-signs checks printed for amounts over $20,000; prepares requests for check cancellations which are no longer needed or incorrect; reissues when necessary.
  • Personnel Management

  • Supervises managers as well as other professional and non-exempt employees responsible for the day-to-day operational planning and tasks related to assigned area; assesses subordinate needs, monitors performance, sets goals, evaluates and disciplines as necessary ensuring subordinates are well equipped to meet and/or exceed job expectations.
  • Ensures subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement; oversees decisions made on disciplinary matters, employee grievances, and other problems with employees, supervisor, and (when applicable), union representatives.
  • Finance & Accounting

  • Evaluates various investment vehicles, computer and commercial bank services applicable to Treasury functions to maximize efficiency and return on investment.
  • Develops appropriate tracking systems for maintaining control of unit expenditures for standard work needs and special project coordination. Allocates project budgets consistent with PGW’s strategic operating plans. Develops justification for all capital projects and for all monthly variances for the operating budget.
  • Other Related Functions

  • Keeps abreast of current trends and relevant regulations in treasury, financial and accounting; implements necessary changes in policies and procedures to ensure best practices are adopted.
  • Ensures all unit projects align with PGW’s Financial Strategic Plans; anticipates and identifies issues inhibiting the attainment of project goals to develop and implement corrective action.
  • Performs other special projects and assignments as directed.
  • Qualifications

    Qualifications

    • Bachelor’s Degree in Accounting, Finance, Business Management or other related areas. No substitution for education.
    • 7 – 10 years experience related experience working in an energy utility environment performing as an auditor, accountant, financial analyst, etc.
    • 3 – 5 years’ experience in at least three of these finance areas: capital budgeting, spending, control, auditing and reporting, property records section in a capital-intensive environment.
    • 3-5 years or experience managing weekly payroll operations.. ADP experience preferred.
    • Certified Public Accountant, “Big 6” auditor, or a Master’s Degree preferred.
    • Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.
    • Must have analytical skills with the ability to produce detailed verbal and written financial reports and statements.
    • Must have knowledge of the Uniform System of Accounts issued by the Federal Energy Regulatory Commission
    • Must be knowledgeable in the application of Generally Accepted Accounting Principles (GAAP) and the Federal Accounting Standards Board (FASB)
    • Must have project management skills with a high degree of technical skill involving accounting systems, project analysis and governmental reporting.
    • Must be familiar with Accounting Software packages, preferably Oracle Financials.
