Performance Excellence Partners is Hiring a Diversity Outreach and Recruitment, Sr. HR Specialist Near Washington, DC

Performance Excellence Partners, LLC (PEP) is a seeking full-time Diversity Outreach and Recruitment, Senior HR Specialist, to support the U.S. Department of Homeland Security, Office of Chief Human Capital Officer (OCHCO), Intelligence and Cybersecurity Diversity Fellowship Program (ICDF). The ICDF program is designed to attract diverse talent in STEM fields by providing education, hands-on and training experiences through connection with DHS’s resources and employees. The Senior HR Specialist will be responsible for developing and executing a microtargeted recruitment strategy, to include but not limited to hosting special events, Historically Black Colleges and Universities (HBCUs) and Minority Serving Institution (MSI) networking tours, and trainings. The Senior HR Specialist must have Federal government recruitment experience, in addition to project management experience.
As a Diversity Outreach and Recruitment, Senior HR Specialist, you will:
  • Develop a microtargeted recruitment strategy and collaborate with the ICDF program team to execute the planning and promotion of special events designed to grow the diversity fellowship program and train participants.
  • Identify professional organizations, associations, and community partners to include, but not limited to, underserved, and socio-economically disadvantaged groups that would promote the program and upcoming participants’ announcements.
  • Plan and coordinate special events (including, but not limited to, HBCU/MSI roadshow tours, networking conferences and travel) to provide information on program components, operating procedures, and professional development activities aimed to enhance skills in areas related to the program.
  • Facilitate HBCU/MSI trainings to DHS personnel by developing, producing, and distributing training materials, job aids, and handouts.
  • Facilitate the honorariums to subject matter experts for the purpose of training additional recruiters.
  • Ensure communication with customers and stakeholders are conveyed in writing and/or orally as appropriate.
  • Provide assistance to senior level management regarding program development as needed.
  • Serve as the Alternate Program Manager and provide project management support as needed.
  • Support PEP’s Business Development Team by providing Human Capital expertise and input.
To do this job well, you will have:
  • A Master’s Degree in a related field and at least 10 years of experience; or Bachelor’s Degree in related field and at least 12 years of experience.
  • Experience to include:
    • Diversity outreach, recruitment, and program support to mission critical projects.
    • Executing programs with MSIs/HBCUs.
    • Full cycle recruiting.
    • Direct supervision of two or more employees.
  • An active security clearance and/or ability to obtain and maintain DHS Suitability/Fitness determination.
  • Extensive knowledge and technical experience administering Federal Human Resources programs and policies (e.g., fellowship programs), especially with Federal Staffing and Recruitment from underserved communities.
  • Demonstrated ability to work on high-visibility and mission critical projects.
  • A positive work attitude and desire to excel at work and continuous learning.
  • Demonstrated ability to provide exceptional customer service by anticipating customers’ current and future needs and focusing on meeting their expectations.
  • Ability to facilitate virtual stakeholder events (e.g., career fairs and roundtables).
  • Ability to multi-task, flex and adjust to changing requirements and priorities quickly.
  • Ability to think strategically, creatively, critically and suggest innovative ideas to the program design.
  • Ability to work independently and as a team player, promoting cooperation and collaboration.
  • Demonstrated analytical skills and ability to synthesize complex information, draw conclusions and develop solutions.
  • Excellent oral and written communication skills.
  • Ability to work remotely and attend onsite meetings as needed at DHS HQs in D.C. during core business hours.
  • Ability to travel occasionally (up to 20%) to college recruitment job fairs and campus events across the Continental Unites States.
  • Advanced proficiency in Microsoft 365 Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint); Handshake.
It’s preferred if you have:
  • Experience with the design, development and implementation of career pathways, internships or fellowship programs.
  • A current Delegated Examining Unit (DEU) Certification through OPM.
  • Experience in Intelligence, Cybersecurity or STEM industries.
  • At least two years of program and project management experience.
