Description

Job Purpose:
Responsible for the organization’s overall financial plans, policies, accounting practices and the organization’s relationship with the lending institutions, regulatory agencies and the financial community. Assist the President, Chief Executive Officer in developing long and short term plans, the development of a operating and capital budget, and fund-raising budget. Directs budgeting, audits, tax accounting, purchasing, and cost report development for PCC. Has specific responsibility for developing and coordinating necessary and appropriate accounting and statistical data for all areas of PCC. Directs and has immediate responsibility for organization’s accounting practices, the maintenance of its fiscal records, and the preparation of its financial reports. Directs and has overall supervisory responsibility for the financial and accounting area such as cost accounting, budgetary controls, data processing, established positive working with outside vendors. Responsible for analyzing the health center’s operation results in terms of cost, budget, policies operations, trends and increased profit opportunities. Presents financial reports to the President, Chief Executive Officer and Finance Committee. 
 

Essential Duties and Responsibilities:

  1.  Responsible for supervising and providing direction to Finance staff, and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services. 
  2. Establish a positive working relationship with staff to ensure internal controls of all information regarding invoices. 
  3. Analyze PCC’s financial position and issues financial and operating reports. Directs and coordinates the development of the health center budget. 
  4. Generate appropriate statistical and routine reports, including any requested analysis of various programs and services.
  5. Responsible for managing all fiscal operations, accounting systems, and managed care accounts to ensure effective internal controls and recording of transactions in the general ledger; (accounts payable, accounts receivable, cash flow, forms control, timekeeping and payroll insurance program, office equipment control, and petty cash, etc.) 
  6. Develop fiscal plans/budgets including projection of all revenues and expenditures. Check purchase request against approved budgets for availability of funds prior to commitment; and administer accounting control to ensure that budgeted expenditures do not exceed amount authorized. Develop budget information for various grant proposals.
  7. Prepare and assure timely submission of all regulatory reports, i.e. UDS, IRS, and tax returns including annual form 990, Medicaid and Medicare cost reports, to include quarterly and annual filings.
  8. Work in conjunction with the President, Chief Executive Officer to develop application for capital budget.
  9. Work in conjunction with the President, Chief Executive Officer to develop short and long term business plan. 
  10. Work in conjunction with the President, Chief Executive Officer to develop budget for fund-raising.
  11. Ensure appropriate development and maintenance of PCC chart of accounts; assigns new classifications as needed. Assume responsibility for the correct and accurate accounting classification of all expenditure and documents, including capital and others. 
  12. Responsible for developing and monitoring fiscal policies for all programs to assure compliance with regulatory regulations. 
  13. Responsible for overseeing the timely and accurate completion of annual audit – including preparation and storage of appropriate financial data for auditing purposes.
  14. Responsible for preparing and presenting monthly statistics, financial statements and operating reports (e.g., budget vs. actual income statements, balance sheets, cash flow analysis, cost reports, provider utilization reports), apprising the CEO of any major and/or adverse trends in financial operations. 
  15. Provide assistance to department managers and other staff in the development and monitoring of program budgets. 
  16. Ensure a positive working relationship with the Accounting firm, funding sources, Federal and State officials. 
  17. Develop, implement, and effectively manage a financial information system. Ensure system is able to produce reports necessary for grant proposals, daily operations and Federal and State reports and audits. 
  18. Assist President, Chief Executive Officer in the development/negotiation of financial and other contractual arrangements, including loans, lines of credit, etc. 
  19. Monitor vacation, sick, personal time, and CME time/dollars spent (required for cost reporting purposes) 
  20. Perform other duties as assigned by the President, Chief Executive Officer.

Qualifications:
 
Knowledge of:
• General Ledger and practice management software 
• Generally accepted accounting principles 
• Government audit standards

Education: 
Bachelor’s Degree in Business Administration, Accounting or Finance 
CPA Preferred 
 
Experience: 
Five years experience in healthcare administration with supervisory responsibilities Billing and Collection expertise 
 
Technical Knowledge: 
Software Knowledge: Strong computer literacy/proficiency in Microsoft Office (Word, Excel, PowerPoint) Equipment: PC, email, facsimile machine, computerized voice mail system, and common office machines

  • Possess the ability to establish and maintain professional working relationships with all levels of staff, clients, and the public
  • Requires a high level of analytical ability due to the variety and complexity of issues that are encountered on a routine basis. 
  • Detail oriented with the ability to work with minimum/no supervision
  • Willingness to be part of a team-unit and cooperate in the accomplishment of departmental goals and organizational objectives 
  • Must be highly self-motivated so as to identify areas that need investigation and resolution. 
  • Must have the capability to recommend and participate in the development of the policies and procedures for topics that affect PCC.
