Project Control Lead

If so, we should talk! – Koura an Orbia business and part of the Fluorinated group, is looking for a Project Control Lead. Candidate must be based in Baton Rouge, Louisiana or surrounding area.
MAIN PURPOSE
The main purpose of the Project Controls Lead role is to provide overall leadership of project controls (cost, planning, scheduling, and risk) on behalf of the owner for a process chemical plant expansion and new build capital program reporting to the Program Controller and the Program Director. Program will lead to the development and construction of multiple projects in LA/US. Will have full accountability for project controls, and planning related to the program component projects. Role is remote initially and work will be conducted in CST and EST time zones primarily. The program management team is small, and members need to have the hands-on experience to do the work themselves as this is not an administrative management role to oversee a The job has a high level of complexity, requiring an understanding of contracts, cost, schedule, budgeting, forecasting, risk, and governance as it relates to approvals, audits, and governance. Good understanding of FCPA is a must and Gaap required.
Good understanding of full project life cycle activities from conception to operation, as well as manages engineering and vendor data cost interface for engineering, equipment procurement, construction, and startup, and understanding of engineering development work-flow and the ability to read and interpret engineering deliverables, scope, budget, schedule, project management deliverables and specifications for a series of chemical processing facilities are essential to manage cost estimates and schedule durations evaluation which impact the projects budget on a regular basis. Forecasting and Cost & Schedule Deliverables of this position impact high level project decisions.
Role will initially be remote with some business travel and field assignments as required during FEL 3 and construction phase.
ROLE REQUIREMENTS
B.S. degree in Chemical Engineering, Mechanical Engineering, Civil Engineering, Industrial Engineering, or related field preferred.
At least 15 years proven experience.
· Project controls and schedule functions and the ability to plan, organize, budget, and monitor progress.
· Development of KPIs for Cost, Schedule through project lifecycle (Earned Value, Productivity, Quantities, etc.).
· Advanced knowledge of engineering, procurement, contracts, and construction projects.
· 15 years of project experience in a refinery or chemical plant environment as Project Control Lead or Manager.
· 10 years of experience in owner role.
· Project Lifecycle from concept development through operation.
· Change management and risk analysis.
· Management of Sub-Contractors & Prime Contracts.
· Advanced project cost estimating, planning, and cost control skills and experience in full life cycle capital project execution in process related industries.
· Significant FEL stage gate execution capability and experience.
· Strong Communication, and Organizational Skills.
· Applicable Software knowledge: P6, @risk, MS Office, MSP, Autodesk Construction Cloud, SAP, Teams, SharePoint, Project Online.
MAIN RESPONSIBILITIES:
· Visualization and implementation of overall project controls work process related to cost for complex capital program including design, construction, and startup.
· Establishment of contractor project cost estimating, budgeting and cost/budget control requirements and oversight to assure conformance.
· Leadership of risk management for the program projects.
· Contract administration from cost, schedule, risk, and control perspective.
· Perform cost engineering functions including project’s capital estimates, cost forecasting, cost control, change management, cost analysis, supporting budget preparations, cashflow and reporting.
· Support projects decision making with objective data, working with project leadership team to understand the impact to project implementation.
· Lead all the project’s planning, and scheduling functions, including high-level master schedule that incorporates the initial CPM (Critical Path Method) schedule, control, analysis, and ongoing recommendations for improvement.
· Prepare, coordinate, and deliver project controls presentations to internal and external management including portfolio reporting, schedule management, Earn Value Management, Cost Management, and forecasting.
