The Orange County Tax Administration Department has an opening for a GIS Technician I. The work involves the responsibility for assigning PIN numbers to land related documents, ensuring intake plats are certified and contain PIN pre-assignments and maintaining up-to-date real property owner information, as well as performing responsible technical work in the updating of land parcels, preparation and maintenance of land maps and related records of ownership for the County Tax Department. An employee in this class has the responsibility of assigning PIN numbers to all land related documents in preparation for recording with the Register of Deeds Office as well as performing a variety of tasks designed to maintain an accurate data base of property ownership, boundaries, and maps. Work is performed according to the authority and provisions of General Statutes of North Carolina Chapter 153A-238 and 153A-239.1(a) and 147-54.7, and the police powers of the County to protect the health, safety, and welfare of its residents. Work is performed under the general direction of the GIS and Land Records Manager with leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is not required of this position. Position does related work as required.*A background check is required.
EXAMPLE OF DUTIES
Examples of Essential Functions: Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. A position may not include all the work examples given, nor does the list include all that may be assigned. Assigns PIN numbers to all land related documents in preparation for recording with the Register of Deeds Office. Reviews intake plats from surveys and new parcels for official certifications and pre-assignments of PIN(s). Maintains real property ownership and property description including name and address, transfers ownerships utilizing computerized PIN Application Software of Deeds recorded in the Register of Deeds Office and files in the Estates Division of the Clerk of Court. Research titles and maintain up-to-date address information for County parcels. Assists with training staff and public on computerized mapping applications and internet mapping applications. Completes special projects involving geographic data analysis and reconciliation of information from different sources.Processes property transfers by deeds, will and estate files; determines tax map location by parcels and records appropriate data; analyzes and records as to township, parcel type, exemption status, land deferment and other classifications; assigns map and lot numbers.Sets up new parcels based on recorded plats and transfer by deeds; enters information into computerized data base; enters descriptive data and pertinent sales information. Plots description using specialized mapping and computerized equipment.Extracts, manipulates, and maintains land records information in specialized mapping, GIS, and other software. Obtains data on property transfers and segregation from property records, recorded deeds, plots, and other sources. Creates and maintains land maps and records.Performs research necessary for transfer of property by deeds or wills; records the related information into the County's Geographical Information System.Compiles information to prepare ownership maps gathered from researching deeds and survey maps and aerial photographs.Assists the public or County employees in finding property tax records, interpreting tax maps and other records, researches ownership of property, spelling of names, historical data, etc.Prepares plats for GIS mapping; makes copies of plats with maps and lot numbers assigned and notation of record.Ensures the transfer of relevant information to other staff; prepares a variety of records and reports in digital and hard copy format.Adheres to the department’s safety rules and regulations. Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDSAbility to physically perform (with or without reasonable accommodation) basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions of the hands/wrists. Must be able to perform medium work exerting up to 20 pounds of force occasionally and/or up to 5 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body. Must possess the visual acuity to operate a passenger vehicle when applicable, prepare and analyze data and figures, perform work on a computer terminal, and perform extensive reading. Must possess the visual acuity to prepare and analyze data and title research, perform updates in GIS and extensive reading and operate a computer terminal.
