Oklahoma State Regents For Higher Education is Hiring a Program Evaluator Near Oklahoma, OK

The Program Evaluator is responsible for planning and implementing programmatic reviews to ensure OSRHE and State System institution activities under review are compliant with legal requirements and OSRHE policy and procedures, in addition to producing the desired results.
Responsibilities and Duties
  • Review records, policies/practices, and programs operated by or coordinated with OSRHE for compliance with state and federal law and regulations, as well as grant requirements.
  • Review agency and institutional compliance with system-wide policies and procedures.
  • Conduct institutional compliance reviews per OSRHE Policy 2.12.2.
  • Prepare final reports on compliance reviews and make recommendations.
  • Evaluate corrective action plans and provide adequate follow-up to State System institutions to ensure correction is effective and timely.
  • Make recommendations to ensure compliance with OSRHE policy and procedures, state and federal law and regulations, as well as grant requirements.
  • Conduct institutional surveys and otherwise assist with data collection efforts of the agency.
  • Make presentations as requested by the Chancellor or Board of Regents.
  • Provide support in the preparation of the State Regents’ annual financial statements and otherwise assist Budget and Fiscal Operations when needed.
  • Provide support to Legal and/or Human Resources with investigatory and other information gathering matters.
  • Ensure compliance with federal law in the HECA (Higher Education Compliance Alliance) Compliance Matrix, in addition to requirements imposed by state law.
  • Participate in the Higher Education Compliance Alliance of NACUA (National Association of College & University Attorneys) to stay abreast of best practices.
  • Submit monthly activity reports summarizing work performed.
  • Other similar duties as assigned. Minimum Qualifications
Bachelor’s degree with a minimum of three (3) years of program administration or evaluation experience are required. Word and Excel proficiency and effective verbal and written communication skills are required. Some travel is required.
Preferred Qualifications
Knowledge in areas of law, accounting, economics, finance, statistics, electronic data processing, and quantitative methods is preferred.
Supervision
The employee performs work under the supervision of the General Counsel but may also receive work assignments directly from the Chancellor or Board of Regents.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
