Oklahoma State Regents For Higher Education is Hiring a Human Resources and Leave Specialist Near Oklahoma, OK

Coordinate and maintain the agency leave system. Perform time and leave audits, maintain records, , prepare correspondence, coordinate FMLA and other leave designations. . Manage records for Human Resources and Payroll data. Provide administrative support for HR and Payroll. Must handle confidential information with tact and discretion. Must have consistent attendance and punctuality.
Responsibilities and Duties
  • Serve as primary coordinator of OSRHE’s time and leave system under direction of the Payroll/Benefits Manager.
  • Audit time records and absence reports for accuracy and enter leave into HRIS. Distribute monthly leave reports to employees and managers.
  • Coordinate employee leave options including accrued leave absences, FMLA, Worker’s Compensation, and long and short-term disability.
  • Manage FMLA requests including documentation review, eligibility and designation notices, employee correspondence, return-to-work, work restrictions, leave usage, work hours logs, and monitor timelines under direction of the Director of Human Resources.
  • Develop and maintain schedules and documentation for Alternative Work Schedules, Telework Schedules, FMLA, Reasonable Accommodations and Return-to-Work authorizations. Records management for HR and Payroll files according to records retention and disposition schedules. Image HR paper records. Review files for accuracy.
  • Process Tuition Reimbursement request, review documentation, determine reimbursement amount, prepare approval documents and coordinate review and authorization. Communicate with employees for request, documentation and approval.
  • Maintain and update Human Resources and Payroll forms, requests, agreements and logs such as monthly timesheet templates, tuition reimbursement, alternative work schedules, and telework schedule log. Maintain and update the Human Resources /Payroll intranet page with forms and information.
  • Manage the annual State Charitable Campaign (SCC). Coordinate with the State SCC Executive, develop and coordinate fund-raising events, communicate with employees, and coordinate contributions.
  • Update Employee Contact information and Emergency Contact on Banner and Blackboard.
  • Maintain and update files for federal grant employee’s Federal Award Salary certifications.
  • Respond to inquiries through verbal and written communication. Provide employment verification for current and previous employees via phone, email, or letter.
  • Serve as the unit’s purchase card administrator. Manage the purchase card account, track purchases, submit documentation, audit and reconcile billing and resolve discrepancies. Prepare requisitions for purchase orders for Human Resources and Payroll, obtain vendor invoices, seek review and approval, and submit to the business office for payment
  • Prepare and submit documents related to travel (requisitions, registration, reimbursement claims, etc.).
  • Assist in communicating with employees regarding benefit plans and agency policy and procedures.
  • Assist with scheduling meetings and preparing meeting documents.
  • Other related duties as assigned.
Minimum Qualifications
At least two (2) year of prior work experience in clerical office work, or an equivalent combination of education and experience, substituting one year of college for each years of the required experience.. Excellent oral and written communication, proofreading/editing, analytical and problem-solving skills with experience in data-entry, MS Excel and Word required. Must be able to establish and maintain effective working relationship with others, apply tact and discretion with confidential information, organize oneself to track and respond to multiple and differing situations on a constant basis. Must work well with deadlines and competing priorities.
Preferred Qualifications
Two (2) years of work-related experience with one year of experience involving technical human resources management or personnel administration work or an equivalent combination of post-secondary education and work experience preferred. Prior work experience with a HRIS,auditing and records management a plus.
Supervision
The employee performs work under the supervision of the Director of Human Resources and the Payroll and Benefits Manager.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
